PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
December 5, 1968
The Council met in regular session at 7:30 P.M. in the Roosevelt Junior High
School Auditorium. Officers present were Mayor Wolfe, Councilmen Maxfield,
Thorne, Bettger, Schroeder, Basom and Cornell; Manager Herrman, Attorney
Moffett and Clerk McNeece.
A motion was made by Councilman Schroeder, seconded by Councilman Bettger and
carried, to approve and place on file the Council Meeting Minutes of November 21,
1968.

A proposed ordinance creating a Human Rights Commission was read and discussed.
A motion was made by Councilman Schroeder, seconded by Councilman Bettger and
unanimously carried, to refer the ordinance to a work session. (A meeting with
the group proposing the ordinance was set for Tuesday, December 10, 1958 at
9:00 P.M. at City Hall.)
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and un-
animously carried, to accept the low bid of $33,545.00 (Base Bid) by Enger Con-
struction Co., also Alternate IlA" @$793.00 and Alternate "Ell @ $1,150.00 for
Remodeling and Additions to the City Hall and Police Building.
The following ordinance was read in full.
ORDINANCE NO. 1649
. AN ORDINANCE establishing new rates for the Equipment
Rental Fund.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
carried, that the foregoing ordinance be approved as read.

The Public Hearing on L.I.D. No. 190 opened at 8:00 P.M. as scheduled. The City
Engineer explained the proposed project and the proposed location of the 811 sani-
tary sewer pipes l also the method of arriving at the estimated cost to the proper..'
ty owners (6~ cents per sq. ft.), with the possible completion of the project
in May of 1969. The Mayor noted that this L.I.D. was instituted by petition of
property owners in the area, due to the health hazard created by raw sewage in
certain areas. He also read names of those people who had registered written
protests~ (Approximately 38% of the total), and the letter from the City Engi-
neer setting forth the estimated cost of the Sanitary Sewers and other pertinent
information as well as the certification that notices had been sent to the repu- .
ted owners of each lot, tract, or parcel of land, listing the portion of the esti-
mated cost ($102,499.79) to be borne by each lot, tract, or parcel of the land
on November 19, 1958, and having a true copy of the notices so mailed attached
to the certification.'
A number of people in the audience voiced their approval of the project, others
protested the cost.
A motion was made by Councilman Maxfield and seconded by Councilman Thorne, that
the hearing be closed and the ordinance creating L.I.D. No. 190 be read. After
further discussion concerning deletion of portion of the area to be included in
the L.I.D., a motion was made by Councilman Cornell, seconded by Councilman
Bettger and unanimously carried, to recess the Hearing until January 15, 1969,
(to give the Engineers an opportunity to determine the areas which could be
deleted), and to table action on the ordinance until that time.
The Hearing was recessed and the Council continued with the other business listed
on the agenda.

A motion was made by Councilman Cornell, seconded by Councilman Bettger and un-
animously carried, to approve and pay to Harold Kaeser Company, Pay Estimate
No. 12 - Interceptor Sewers - in amount of $56,051.90 and Change Order No.3
in amount of $17,539.90, and Pay Estimate No. 10 to Teeples & Thatcher for Waste-
water Treatment Plant in amount of $31,035.40 and Pumping Stations $3,992.65.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and unani-
mously carried, to approve for payment Claims Vouchers in amount of $293,166.46,
Payroll Transfers $44,038.87 and Interdepartmental Transfers $54,308.72.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and

carried, to concur with the Planning Commission recommendation and a variance
to Mr. Gary Tuttle to permit him to split his property to sell off the north
70' leaving the new property line closer than the 7' from the side of the
garage as required, be granted.
A motion was made by Councilman Maxfield, seconded by Council~an Bettger and
unanimously carried, to refer the request of Mr. Morris Rice, 519 South Oak
Street, for a variance, back to the Planning Commission for further clarification.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and carriedl
to accept and place on file the Planning Commission Minutes of December 3, 1958.
A motion was made by Councilman Thorne, seconded by Councilman Eettger pnd carried,
to accept the letter from the Port of Port Angeles concerning leasing the Shingle
Mill site on Ediz Hook for consideration when the land becomes available.
A motion was made by Councilman Eettger, seconded by Councilman Schroeder and
unanimously carried, to study with the people who desire to lease the Shingle
Mill site and determine the best usage for the property.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and
carried, to table for further informat~on and refer to the Police Chief for
study to determine whether a hazard does exist in the Roosevelt Junior High
School area as indicated in the letter from Mrs. W. C. Miller, P.T.A. Pres.
dated December 2, 1958.
A motion waS made by Councilman Schroeder, seconded by Councilman Thorne and
carried, to accept and place on file the Director's Report on Alcoholism Infor-
mation and Referral Center.
A motion was made by Councilman Bettger, seconded by Councilman Cornell and
carried, to accept and place on file the Community Action Council's Report.
A motion was made by Councilman. Cprpell, seconded by Councilman Maxfield and 'I
carried, to request a recommendation from the Library Board concerning the
fees for joint County use of the City Library, and renegotiation of the Con-
tract.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and
carried, to accept and place on file the Joint Library Board Meeting minutes of
November 21, 1968 and the Library Board Minutes of November 27, 1968.
A motion was made by Councilman Bettger, seconded by Councilman Cornell and
carried, to accept and place on file the the Olympic Regional Planning Council
Minutes of November 20, 1968.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
carried, to accept and place on file the report on Progress of Sewer Project,
the report on Valley Stre~t.S~nitary Sewer and the Out of town report - Child-
ren's Librarian.
Other subjects discussed were the eroding at Boulevard and Washington Street
caused by plug up of Storm sewer due to heavy rains and gravelj Mr. Morrison,
Sanitarian, recommended that sewers be installed in the Valley Street area as
soon as possible, and the City Manager reported that several new Mercury Vapor
ligmts are to be installed in the Cherry Hill area.
The meeting adjourned at 10:35 P.M.
