PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
DECEMBER 5, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy,
Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file, as received, the Minutes of Novem-
ber 21, 1972 and the Minutes of the Special Meeting of December 1, 1972.
A motion was made by Councilman Hordyk, seconded by CouncilWOman Ross and unani-
mously carried to grant permission to call for bids for the following vehicles:

One new 1973 4-door Sedan - Water Department
One new 1973 ~-ton Pickup - Park Department
One new 1973 4-door Sedan - Engineers, Building Inspector.
One new 1973 Tilt Cab Garbage Truck - Sanitation Department.
One new 15 cu, yd. Heil Packer Unit, or equal, mounted on
the above truck chassis
One new 1973 Cab & Chassis ~ Light Department, Maintenance
One new 1973 Van - Engineers Department
,Two new 1973 Cab and Chassis ~'Street Department
. One new 1973 Cab and Chassis with Service Body - Water'Department
A motion was made by Councilman Wray, seconded by Cou~cilman Haguewood and
unanimously carried to grant permission to the Engineering Department to call
for bids for work and materials for L.I.D. # 194 (curb and gutter, paving and
stbrmsewer Marine Drive, Tumwater to Cedar'Streets, north to and including
alley,. all in block 37 TPA.).
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the Police Chief and accept
the bid of Eastman Kodak Company, in the amount of $7,918.00 including tax, for
the microfilm equipment for the Police Department.

A motion was made by Councilman Haguewood, seconded by Councilman Olson and
unanimously carried to table the claim of Mrs. Mary Mallory, for electrical
repairs, until more information can be obtained. (See motion at end of Minutes)
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment Claim Vouchers in amount of $79,383.13
and Payroll Transfers in amount of $70,314.93.
The Public Hearing on the Final Asses%ment Roll for L.I.D. #193, West Lincoln
Heights, was opened at 7:50 p.m. There had been only eight protests received
_ and answers to these were read ip full. A ce"'tifi,cation of mailing of no,t:i.ces
of hearing was read:in fp~l; and there being no further prQtests the hearing
was closed at 8:10 R.m.~
The following ordinance v,as read in full:~
ORDINANCE NO. 1769
AN ORDINANCE of the City of Port Angeles, Washington,
approving and confirming the assessments and assess-
ment roll of Local Improvement District No. 193 for
the construction of certain improvements within the
City and levying and assessing the amounts thereof
against certain property as shown on said assessment
roll.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to adopt the foregoing ordinance as read.
Mr. Norman Ward and Mr. Collie Martin of CH2M Company spoke to the Council,
outlining the study that they are now doing for the Water Department.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to take from the table the progress payment to CH2M in the amount
of $932.14 for engineering services from September 25 through October 25, 1972
in connection with the water study.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to approve for payment the foregoing progress payment to CH2M.

A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Mr. Harvy Harris for a variance for construction of an
apartment above an existing garage.
,A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Port Angeles City Light for a Conditional Use Permit to
permit installation of an electric power substation on the northwest corner of
16th and lA' Streets.
A motion was made by Councilman Wray, seconded by Councilman Olson and unani- I
mously carried to accept and place on file the Planning Commission Minutes of
November 27, 1972.
The following ordinances were read in full:
ORDINANCE NO. 1770
AN ORDINANCE designating portions of ,Fourth Street
to be an arterial street.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1771
AN ORDINANCE confirming the estimates of expenditures for
the City of Port Angeles for the year 1973 and affix-
ing the tax levies for said year as heretofore made
and levied by the City Council of the City of Port
Angeles, meeting and sitting for such purpose.
A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani-
mously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1772
AN ORDINANCE approving and adopting the budget for
the City of Port Angeles for the fiscal year
1973.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to add to the budget the figure of $7,384 to allow for a possible
additional clerk at the Police Station.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
-mously carried to adopt the foregoing ordinance as amended.
A letter from the Department of Army Corps of Engineers was read in full, per-
taining to preservation of Ediz Hook and financing of same.

A letter from Bonneville Power Administration regarding the Washington Public
Power Supply System Nuclear Project No, 3-Net Billing Agreement was referred
to the next meeting when a resolution will be presented.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the City Treasurer and the
bonding attorneys and set the penalty charge on delinquent L.I.D. assessments
at 5%, and the following ordinance was introduced~
ORDINANCE NO. 1773
AN ORDINANCE of the City Council of the City of Port
Angeles, providing for the charging of interest.and
penalty on delinquent assessments.

A motion was made by Councilman Haguewood, seconded by Councilman Wray and
unanimously carried to adopt the foregoing ordinance as introduced.

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to deny the request of Everett L. Hassell for a Shoreline
Development Permit for construction of a truck road, storage yards for logs
and "TLH" trailers, and a solid waste disposal site, as all this property lies
within a RS-7 Zone.

A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to table the request of the Diversified Industries, Inc"to lease
City property for construction of five four-bedroom apartment-type houses for
housing of twenty handicapped persons', until the next Council meeting.
A letter regarding dirty streets and sidewalks within the City was read in full
and placed on file.

A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani-
mously carried to table, until the next meeting, the request of the Port Angeles
Arts in Action Group to hold a 1973 Arts in Action Show in the downtown area,
on Laurel Street between First and Railroad Streets, so that the Police De-
partment, Black Ball Ferry and downtown merchants can be contacted before closing
off of this street.

A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani-
mously carried to approve the Proclamation designating December 9~ 1972 to be
"Join Your National Guard Day."
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk, and unani-
mously carried to accept and place on file the Clallam~efferson County Community
- Action Council, Inc. Minutes of November 15, 1972.-
A letter commending our Librarian and Library for the fine services offered to
the public was read in full and placed on file.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Park and Beautification Board
~inutes of November 16, 1972.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and carried
to approve the liquor license transfe'r from Merle Lester Schildknecht to
Alan Irving Sakkinen, Les1s Tavern. Councilmen Haguewood and Lukey abstained
from voting.

A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carr'ied to take from the table the claim of Mary Mallory, as a copy of
the electrician IS bill was presented to the Council at this time.
A motion was made by Councilman Hordyk, seconded by C~uncilwoman Ross and unani-
mously carried to deny the above claim of Mary Mallory as the G.i ty should not be
responsible for work requested by customers from local, tradesmen.
Other subjects of discussion were the out-of-t~wn report from Park & Recreation
Director; the downtown Christmas Tree being up and looking great; Marine Drive
looking better now than ever before; intersections cleaned of snow; sign being
instaLled on car rinse on Ediz Hook; Winona due back about the 15th and some
sort of welcome should be planned; Association of Washington Cities meeting
next week reo Board of Adjustment; and the joint County/City Library agreement
_ being planned.
