CITY COUNCIL MEETING

I CALL TO ORDER
The special meeting was called to order by Mayor Olson at 7:30 P.M. The
purpose of this special meeting was to hold a public hearing on the proposed
1978 budget.

1. 1978 PROPOSED BUDGET
The public hearing was opened for audience participation by Mayor Olson.
Local agencies whose 1978 budget requests were subject to review at this
public hearing were the Chamber of Commerce Publicity Fund, the Alcohol
Referral Center, the North Olympic Library System, Offender Services,
Public Defender, and the Humane Society.
Agency representatives who discussed their 1978 budget positions with
the Council were Paul Saxton, Chamber of Commerce; Jack Kelleher, Alcohol
Referral Center; Morley McCall, North Olympic Library System; Tom Morgan,
Offender Services; and Bertha Norris, Humane Society. Henry Greenaway,
representative for the Public Defender's Officer, was unable to attend the
public hearing, and his position was stated by Manager Whorton.
The Council, taking each agency seperately, discussed with each represen-
tative the amount of funds requested for 1978 and the amount recommended.
Following these discussions, Mayor Olson requested public comment on the
Revenue Sharing portion of the proposed 1978 budget. Mayor Olson explained
that Revenue Sharing regulations require two public hearings. One by the
Chief Executive, or City Manager, which was held on October 24, 1977, and
one by the legislative authority.
Councilman Haguewood then stated he felt that Revenue Sharing money should
be spent on capitol improvements for the City rather than personnel.
Councilmen Buck, Hordyk and Wray concurred.
There were no further comments and Mayor Olson closed the public hearing.

The meeting adjourned at 9:10 P.M.
