Officers present were Mayor Wolfe, Councilmen Maxfield, Thorne, Bettger, Schroeder and Basom; Manager Herrman, . Attorney Moffett and Glerk McNeece. Councilman Ranta was absent. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to approve and place on file minutes of the Council meeting of November 16, 1967. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, to proceed with completion of purchase of the Eckert Building from the ones who own an interest in the building (as indicated in the letter from A. H. Mertz, Vice President of First National Bank dated November 30, 1967). A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously car- I ried, to approve and authorize the City Manager to call for bids for a Sewer Rodding Machine for the Sewer Department. The following resolutions were read in full and presented to former Councilman Cornell and Mayor Willson. Resolution No. 18-67 A RESOLUTION commending former City Councilman Donald E. A motion was made by Counciiman Maxfield, seconded by Councilman Thorne and unanimously carried, to approve for payment claims vouchers in amount of $175,845.75, except voucher No. 5454 to Resea.rch Foundation APWA in anount of $600 .OO( to' be held for study session); payroll transfers $40,657.66; interdepartmental transfers $8,645.89 and budget transfers $34,690.69. I The Public Hearing on vacation of Chase street from the North margin of Front Street to the South margin of Railroad Avenue was opened; the certification of posting of "Notice of Hearing" read; I the Hearing closed and the following ordinance read in full. . Ordinance t'lo. 1633 AN ORDINANCE vacating Chase Street from the North edge of Front Street to the South edge of Railroad Avenue. A motion was made by Councilman Easom, seconded by Councilman Thorne and unanimously carried, to approve the foregoing ordinance as read. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to table the Mapped Street Ordinance until a work session can be held, then bring up at the first meeting in January (4th). (A meeting was set up for Tuesday, December 19, 1967 at 7:00 P.M.) I A motion was made by Councilman Bettger, seconded by Councilman Schroeder and unanimously carrled'l to grant permission for Mr. Leif Ellington to improve his property in upper Valley Street area, and that a building permit be issued for that purpose. A recommendation from the Fire Chief that a mandatory retirement age be set at age 62 for firemen was held over for a work session. < . A motion was made by Councilman Basom, seconded by Councilman Schroeder and unanimously carried, to postpone, for study until next meeting, the letter from Mrs. Athelene Poulsen requesting the City to stand the expense of replacing the walk in front of 214 W. Second Street. In answer to a request from the Clallam County Fair Board, Mayor Wolfe re-appointed Dick MUllins to represent the City on the Board for the next three years. A letter from Mr. Jerry Simpson and one from Mr. Richard M. Price requesting the use of Juvenile . Hall for the Community Action Program are to be placed on file and taken under consideration when II' ' Juvenile Hall is vacated. The Council sees no need to become involved in the resource evaluation studies of the Middle Snake sites relative to securing hydro power from this source. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, I to concur with the Planning Commission recommendation and grant a conditional use permit to I : Alpine General Builders to convert an existing single family residence to a duplex in an RS-7 Zone; (1424 E. 2nd Street.) [ A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, I to refer the request of Edith G. Hall for a variance back to the Planning Commission due to her , request to build within 10' of the side line of her property instead of the 14' recommended by the',' Planning Commission. (Mrs. Hall was present and made this request.) A motion was made by Councilman Basom, seconded by Councilman Schroeder and unanimously car- ied, to approve the request of the City Light De~artment for a variance to permit enlargement of an existing warehouse to within 2' of 2nd Street west of Valley Street as recommended by the Planning Commission. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept and place on file the Planning Commission I s minute~. of November 21, 1967. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to concur with the Planning Commission's recommendation and grant the Clallam County Housing Authority a variance to allow their building to a height of 35' and off-street parking for 70 vehicles rather than 140 - provided that, should the need arise, the Council can require addi- tional parking not to exceed a ratio of two parking spaces for each housing unit. The Council viewed the new Fire Zone Map, and a motion was made by Councilman Basom, seconded by Councilman Bettger and unanimously carried, to concur with the Planning Commission's recommenda- tion and approve the new Fire Zone Map. A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried, to accept and place on file the Planning Commission's minutes of December 5, 1967. A motion waS made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to accept and place on file the Library Board minutes of the special meeting November 24 and of November 30, 1967. A motion was made by Councilman Bettger~ seconded by Councilman Maxfield' and carried, to accept and place on file the Park Board minutes of November 30, 1967. i' A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to accept I and place on file the Equipment Rental Operating Statement for October, Fire Department report : for November, Street Department cost report for October, and the out-of-town report from Rlchard ~ Miller, Librarian and John Warder, Director of Public Works. A motion was made by Councilman Maxfield, seconded by Councilman Schroeder and unanimously carried' to install a barricade behind the sidewalk, on the South si.de of the intersection at 15th' and Cedar Streets, with a 10 foot openj.ng at each end of the barricade on a trial basis. Other subjects discussed were minutes of the special Civil Service meeting November 27, 1967; a letter from Mrs. George Gallant regarding the City Bus and Mr. Gallant's being in the hospital; request for a"Hospital Zone"sign on Race Street near the Campbell House; Stop light at Front and Race Streets; roughness of sidewalk on First Street near the old Montgomery Ward building (Mr. Herrman to check and determine who is liable - if at the entrance to the building, the owner is , liable, if not, the City is liable); the need for safety shield around jack hammer when being used; Mr. Wm. McIntosh indicated that Mackey and Lewis want to lease the old shingle mill site (the re- quest is to be presented in writing); a "Dead End" sign for 16th and Cedar Streets, and the Mayor reported on a meeting with the Personnel Committee and Local 1619 Union representatives on Dec- ember 6, 1967. , The meeting adjourned at 10:00 P.M.
