1981 BUDGET HEARINGS

December 12-13, 1980
The City Council held special meetings December 12 and 13, 1980 for the purpose of
reviewing the 1980 preliminary budget. The December 12th special meeting was called
to order by Mayor Haguewood at 3:15 P.M. Councilmen Boardman, Suck, Duncan, Hordyk,
Polhamus and Quast were present. Staff present included Manager Flodstrom, Attorney
Miller, Public Works Director Pittis, Planner Carr, Treasurer Rodman, Parks Director
Frizzell, Finance Director Orton, Light Director Cosens, Police Chief Cleland and
Fire Chief Glenn.
Prior to the individual department presentations, Manager Flodstrom briefly explained
the purpose of the 1981 preliminary budget, the process used in preparing the budget,
and some of the proposed reductions and requests in the preliminary budget. Three
areas which were not included in the preliminary budget, but which needed to be
considered, included: (A) participation in the Trans Mountain Hearings; (B) Envi-
ronmental Impact Statement on a Whites Creek crossing; and (C) funds for remodeling
the City jail facility.
Following a brief presentation from Finance Director Orton on the financial problems
faced by the City and what .factors contributed to those problems, Manager Flodstrom
reviewed the City Council and City Manager's individual budgets. Presentations were
then made by each Department Head on the proposed 1981 budget needs for the City
Attorney, Planning Department, Parks and Recreation Department, Fire Department,
Police Department, and Administrative Services Department.
During discussion on the Planning Department's preliminary budget requests, the
Council and Planner Carr discussed mileage compensation to Planning Commission
members and the possibility of increasing the fee structure for certain permits.
Councilman Quast then moved that the budget be adjusted in the appropriate category
to grant Planning Commission members mileage compensation similar to the compensation
paid by the County. The motion was seconded by Councilman Duncan and carried.
Following these presentations Mayor Haguewood adjourned the meeting at 7:45 P.M
December 13, 1980
The special meeting was called to order by Mayor Haguewood at 8:05 A.M. Councilman
Boardman was the only Councilmember absent. Staff present included Parks Director
Frizzell, Fire Chief Glenn, Public Works Director Pittis, Treasurer Rodman, Planner
Carr, Finance Director Orton, Light Director Cosens, Attorney Miller, B. Jones, K.
Rodocker, G. Booth, and R. French.
Following a brief overview by Manager Flodstrom on the December 12th budget presenta-
tions, and a lengthy discussion on the County jail negotiations, salary adjustments,
and the situation of the City in regard to revenues, Public works Director Pittis
presented the 1981 preliminary budget requests for each Division of Public Works,
namely Administration, Engineering, Street, Sewer, Water, and Solid Waste.
The Council then considered 1981 budget requests from the following special agencies:
North Olympic Library System; Child Guidance; Alcohol Referral; Mental Health;
Clallam County Museum and the Clallam County Heritage Board; Chamber of Commerce (no
representative present); Humane Society; Phoenix House; and Diversified Industries.
The presentations concluded with a brief discussion on the funds budgeted ($30,000)
for the Senior Energy Credit Program. Mayor Haguewood then adjourned for lunch at
1:00 P.M.
The meeting was reconvened at 3:00 P.M. The first subject discussed by the Council
was the 1981 Revenue Sharing Budget. The six major categories of expenditures pro-
posed for Revenue Sharing Funds in 1981 include: (A) payment of $40,000 for the
Municipal Pier property; (B) $19,155 is for retirement of the EDA loan on the Muni-
cipal Pier Project; (C) $49,600 is the allocation for Data Processing for 1981; (D)
$25,130 additional allocation to construction of the Corporation Yard; (E) $40,000 to
miscellaneous arterial street and sidewalk improvement projects; and (F} $136,917
miscellaneous Department capital items. Following Revenue Sharing, Light Director
Cosens gave his 1981 budget presentation for the Light Department.
After further discussion on several budget related items, the meeting was adjourned
at 5:00 P.M.
