The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and! Clerk Mcl'leece. A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and carried, that the minutes of December 1, 1966 be approved as received. II I A motion was made b~ Councilman ~or::ell, sec?nded by ~oun:ilma:: Schroe~er and unanimously carried, I' to accept the low blds, for furnlshlng gasollne, lubrlcatlng oll and dlesel fuel to the City for the year 1967, of Richfield Oil Corp. for Ethyl gasoline @ $.2315 per gallon, and Diesel @ $.113 I and Stove Oil @ $.128 delivered at Morse Creek Dam; of Shell Oil Company for Diesel @ $.1125 in the City; and of Texaco, Inc. for Regular gasoline @ $.2034 and Lubricating Oil @ $.629 per gallon. I A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the bids fO] the truck for the Sanitation Department be referred to the City Manager and Sanitation Superinten- dent for their recommendation. A motion was made by Councilman Schroeder, seconded by Councilman Bettger and carried, to authoriz a call for bids for 15,000 feet of 8 inch a.c. pipe and 15,000 feet of 6 inch a.c. pipe. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to authorize the purchase of the lot and building housing Northwest Bell Telephone Company (E~ and the Ell' of W~ of Lot 9, Block 15, TN.) for the amount of. $23,500. A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to approve ~or payment claims vouchers in amount of $46,315.04 and payroll trensfers in amount of $37,769.99. A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried, to grant the request of Mrs. Bednare~ for water service with the understanding that we cannot guarantee pressur, that they will be metered, they will pay $275. tap fee plus cost of the meter, the service will be I for only one house and that they will pay the outside rate according to the ordinance, as recommedd by the Water Superintendent. II A motion was made by Councilman Schroeder, seconded by Councilman Bettger and carried, to approve i! the application of Carl Marion Lundgren, Busy Bee Market for added Class F liquor license, and 'I the change of location of Safeway Stores, Inc. from 117 E. Fourth Street to 115 East Fourth Street\ The following ordinance was introduced and read in full. ORDINANCE NO. 1597 AN ORDINANCE establishing a position classification and pay plan [or City employees and setting salaries of certain officers and officials and providing' for the payment thereof. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that the fore- going ordinance be adopted as read. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve and I place on file the Library Boand minutes of December 1, 1966. A motion was made bYLCouncilman Maxfield,' seconded by Councilman Thorne and carried, that permis- sion be granted the t;~~3 Club to place their Peace Arch in the Lyons Park on Ediz Hook, as recom- mended by the Park Board. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve and place on file the Park Board minutes of November 23, 1966. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to approve and place on file the Planning Commission minutes of December 6, 1966. A motion was made by Councilman Bentger , seconded by Councilman Maxfield and carried, to accept and place on flle Monthly Reports of Budget Revenues, Expenditures, Equipment Rental, Fire, Llghf, Municipal Judge, Pollce, Recreatlon, Street, Treasurer and'Water-Departments and Utilities Billlngj Report. . The Mayor, with Councll concurrence, reappointed Mr. George Wood to a six year term on the C1Vll Servlce CommlSSlon effectlve March 1, 1966. A motlon was made by Councilman Wolfe, seconded by Councllman Thorne and carrled, to recommend to the Civil Service Commission that they open thelr recrultment for personnel for the Fire and Po11c, , Departments as wide as State Statutes will allow, as recommended by the City Manager. II . Under otner business - a letter from the Olympic College at Bremerton, regarding accounting classe~ was referred to the Finance Director; letters from the Housing Urban Development and Economic De- II velopment Administ~ation concerning the City's application for assistance with the sewage treat- I ment facilities were discussed; the City Attorney was asked to check to see whether Clty Ordlnances conflict relative to repeal of the Blue Laws; the City Manager was commended for his presentation! at the Pollution Control Hearing; it was pointed out by the City Manager that the editorial in the! Chronicle stating that the Chamber of Commerce had changed their views concerning the need for a sewage treatment plant was erroneous-they didn't see any need for secondary treatment, but were still in agreement with the need for a primary treatment facility-and ways and means of keeping the garbage dump in a better condition were discussed.
