HomeMy WebLinkAboutMinutes 12/15/1970 182 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, ~SH" December 15, 1970 The Council met in regular session at 7;30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross; Manager Herrman, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Olson, seconded by Councilman McRevey and unanimously carried to accept and place on file, as received, the Council Minutes of December 1, 1970. A motion was made by Councilman McRevey, seconded by Councilman Basom and unanimously carried to accept the low bid of $1,422.75 of U. S. Steel Corp., Tacoma, Washington for the cyclone type fencing for 2nd and Washington Sub- I station for the Light Department. . A motion was made by Councilman Basom, seconded by Councilman Olson and unanimously carried to authorize call for bids for a new 1971 dump truck for the Street Department. A motion was made by Councilman McRevey, seconded by Councilman Olson and unanimously carried to approve for payment Claim Vouchers in amount of $111,356.53 and Payroll Transfers in amount of $60,220.15. The following ordinance was read in full: ORDINANCE NO. 1705 AN ORDINANCE approving and adopting the budget for the City of Port Angeles for the fiscal year 1971. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to adopt the foregoing ordinance as read. The Public Hearing on L.I.D. #191, Ennis Street in the Cresthaven area, was opened at 7;40 p.m. The Final Assessment Roll, Assessment Map and two letters of protest were presented by the Director of Public Works. After considera- tion of ~11 information, the hearing was closed at 7:47 p.m. The following ordinance was read in full: I ORDINANCE NO. 1706 AN ORDINANCE of the City of Port Angeles, Washington, 'approving and confirming the assessments and assess- ment roll of Local Improvement District No. 191 for the construction of certain improvements within the city and levying and assessing the amounts thereof against certain property as shown on said assessment roll. A motion was made by Councilman Basom, seconded by Councilman Hordyk and unanimously carried to adopt the foregoing ordinance as read. The Public Hearing on Rezoning of Suburpan Lot #39 was opened at 7;50 p.m. and continued from the previous meeting. A letter from an attorney, representing 'Mrs. McWil1iams'and withdrawing certain Statemehts and comments made'at the previous meetin~,was~readin full. -After ,considerable discussion, the hearing was c+osed at 8:20 p.m. A motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to refer the rezoning problem back to the Planning Com- mission for a thorough study of apartment situation and try to come up with some concrete answers and a recommendation for the City Council. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unanimously carried to accept and place on file the tabulation of the re- sults of the November 2, 1970 hearing on Improvement Resolution No. 192, West 12/13 Alley - Sanitary Sewer. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to concur with the Planning Commission's recommendation and grant the following variances to the Clallam County Housing Authority for its anticipated housing project on the nor~heast corner of 5th and Peabody Streets; (1) Construction to 15.0 feet from alley right-of-way line be permitted instead of 25.0 feet required. ~ ,... ..... 183 PROCEEDINGS OF THE CITY COUN~IL OF THE CITY OF PORT ANGELES, WASH: DECEMBER 15, 1970 (Con1t) (2) The 40 units be allowed on the 42,000 sq. ft. of land instead of the 46,000 required.by the density ratio. (3) Off-Street parking variance be granted provided the Housing Authority reserve enough land to meet the requirements. A minimum of 12 off-street parking places to be immediately provided. I A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unanimously carried to concur with the Planning Commission's recommendation and grant a conditional use permit to James I. Bairey to construct a duplex in the CSD-Cl Zone along the east s ide of IIC 11 Street at 13th Street. A motion was made by Councilman Basom and seconded by Councilman Olson to concur with the Planning Commission1s recommendation and approve permission for Mair Brothers Construction Co. to install a septic tank on lot 11 and the west half of lot 12, J510ck 453, townsite, located on the northeast corner of 19th and IIF" Streets. All voted yes" for'motion except Councilman Edwards, who abstained. Motion carried. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve permission for Jack Plaskett to install three septic tanks on'part of lot 6 and all of lots 7 through 10 inclusive of block 354, townsite, on south side of West 12th Street between "I" and "K" Streets. A motion was made by Councilman McRevey, seconded by Councilman Edwards and unanimously carried to accept and place on file the Planning Commission Minutes of December 14, 1970. I The following ordinances were read in full: Ordinance No. 1707 AN ORDINANCE, regulating the erection, construction, en- largement, alteration, repair, moving, removal, con- version, demolition, occupancy, equipment, use, height, area and maintenance of buildings or structures in the City of Port Angeles by adopting the Uniform Building Code of 1970 as amended. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance. as read. Ordinance No. 1708 AN ORDINANCE of the City of Port Angeles establishing a Fire Zone, adopting a map and amending Section 7.3 and 7.4 of the Code of the City of Port Angeles A motion was made by Councilma Hordyk, seconded by Councilman Olson, and unani- mously carried to adopt the foregoing ordinance as read. Ordinance No. 1709 AN ORDINANCE of the City of Port Angeles adopting zoning regulation and a zoning map. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance as read. The following resolution was read in full~ I \ Resolution No. 18-70 A RESOLUTION~losing the Sewer Construction Fund and transferring~ssets to the Sewer Fund. A motion was made by Councilman ~om, seconded by Councilman McRevey and unani- mously carried to adopt the foregoing~esolution as read. DECEMBER 15, 1970 (Con't) A motion was nade by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve the list of utility accounts to be turned over to the collectors in the amount of $378.25. A motion was made by Councilman McRevey, seconded by Councilman Edwards and unanimously carred to accept and place on file the letter from George W. Burgess President of Fibreboard Mill expressing appreciation for excellent relationship between the City and Fibreboard during recent years. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Olympic Air Pollution Control Authority Activity Report for the month of November, 1970. I A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Olympic Regional Planning Council Minutes of November 18, 1970; the Emanon Report for November, 1970; the Clallam/Jefferson County Community Action Council Minutes of November 18, 1970; Port Angeles Public Library Board Minutes of November 23, 1970 and the City of Port Angeles Park and Beautification Board Minutes of December 2, 1970. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the monthly reports for November, 1970 of the Light, Water, Sewer, Street Departments; Equipment Rental Fund; Light and Power Work Report; Utilities Billing Report; Fire, Park & Recreafion;'Police and Treasurer's monthly reports for November, 1970; out-of-town report for Finance Budget Meeting; and out-of-town report, Councilman, B.P.A. Meeting. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to confirm the appointment of John Robinson, Herb Sahar and Doro- thy Munkeby to the Publicity Committee. Members of this committee to take office in January 1971 and funds for use of this committee are in the 1971 budget. A motion was made by Councilman Edwards and seconded by Councilman Olson to authorize the City to install a sidewalk in area between 2nd and 4th Streets on the west side of Peabody Street (City owned property), All councilmen voted "Aye, II except Councilman Hordyk, who voted "No. II Motion carried. I The Council concurred with Councilman Olson's congratulations to Mayor Wolfe on his new position and they were happy the City would not be losing its Mayor.
