Proceedings of the City Commission of the City of Port Angeles, Washington
December 17. 1941

The Commission met in regular session at 10 A.M. and was called to order u.? Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff and
Cl erk Hawkins.
The minutes of the previous session were read and approved.
Under the head of Applications for Building Permits and Licenses the following were granted:
D. w. Benton, build dwelling, Lot 6, mock 442, Townsite
Wm. Gwynn, build house, Lot 6, Block 114, Carter's Subd.

Under the head of Reading and Passage of Ordinances the following ordinance passed its third reading and
was finally adopted:
AN ORDIN.~NCE setting forth an emergency affecting the public health and safety; re'~UHJ.ng expenditures
unforeseeen; providing for the issuance of emergency warrants; and declaring an emergency making the ordi-
nance immediately effective.
It was moved by Mayor Beetle that the foregoing ordinance be placed on its final reading and adopted.
Seconded by Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
Under the head of Introduction of Resolutions the following resolutions were introduced:
RESOLUTION
WHEREAS, The City of Port Angeles is the owner of the following described property in the City of Port
Angeles, to-wit:
Lot Twelve (1;;), Block One Hundred Fifty-six (156) of the Townsite of Port
Angeles, Washington,
which said property has been acquired by the City on foreclosure of delinquent local improvement assess-
ments under C~apter 205 of the Session Laws of 1927, and
WHERE~.S, Darrell Bornstein has offered to purchase the above described real property from the City of Port I
Angeles for the sum of i125.00, and

WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair I
value and at this time it is to the best interest of the City that it should be accepted and the sel e mede"
NOW, THEREFORE, BE IT RESOLVED, That the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Darrell Bornstein for the sum hereinabove set forth, subject to
any valid liens against the some; that the City Attorney be instrUcted to prepare a deed conveying said
property to the purchaser, and the City Treasurer be, and she is hereby authorized to execute the said
deed in accordance with the provisions of this resolution and Chapter 275, Session Laws of 1927.

RESOLUTION
WHER,;AS, The City of Port Angeles is theowner of the following described real property, having acquired
the same by Treasurer's deed, dated December 15, 1941, under and u.? virtue of the authority of Section
9393.of Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to-wit:
Lot Thirteen (13), mock One Hundred Fifty:'six (156) of the Townsite of
Port Angelres, Washington, and
WHEREAS, David E. Thompson, Jr. has offered to purchase the above described real property from the City
of Port Angeles for the sum of $l?5 .00, and
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value, and at this time it is to the best interest of the City that it should be accepted and the sale
made.
NOW, THEREFORE, BE IT RESOLVED that the sai.d offer be accepted and that the City of Port 'Angeles sell the
said property at private sale to the said David E. Thompson Jr. for the sum hereinabove set forth, subject
to any other valid liens against the same; that the City Attorney be instructed to prepare a quit claim
deed conveying said property to the purchaser, and that the City Clerk of the City of Port Angeles be and
he is hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles
be and he is hereby instructed to countersign said quit claim deed.
It was moved by Commissioner Beam that the foregoing resolu lion be approved and ~dopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
RESOWTION
WHEREAS, The City of Port Angeles is the owner of the following described real property, having acquired
the same by Treasurer's Deed, dated November 19, 1941, under and by virtue of the authority of Section
9393, Chapter 143 of the Laws of 1929, page 365, to-wit:
Lots Thirteen (13), Fourteen (14), Fifteen (15) and Sixteen (16), Block
One Hundred Twenty-eight (128) of the Townsite of Port J\ngeles, Washington, and
WHEREAS, A..E. Ceaser has offered to purchase the above described real property from the City of Port
Angeles for the sum of $275.00, payable as follows: $27.50 as a down peyment and $10.00 on or before
March 15, 1942, and $10.00 on or before the 15th day of each and every month thereafter until paid in
full, together with interest on monthly balances at the rate of 7% per annum and paid with the monthly

NOW, THEREFORE, BE IT RESOLVED, that said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said A.~. Ceaser for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed
conveying said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and
he is hereby instructed to countersign said quit claim deed when the purchase orice and all accrued inter-
est thereon has been paid in full.
It was moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
RESOLUTION
WHEREAS, The City of Port Angeles is the owner of the following described real property, to-wit:
Lots Four (4), Five (5) and Six (6), Block Two Hundred Fifty-eight (258)
of the Townsite of Port Angeles, Washington,
having acquired Lot Four (4), Block Two Hundred Fifty-eight (2S8), Townsite of Port Angeles, by Treasurer's
deed dated December 15, 1941, and Lots Five (S) and Six (6), Block Two Hundred Fifty-eight (258), Townsite I
of Port jengeles, U,? Treasurer's deed dated April 9, 1940, under and by virtue of the authority of Section I
9595 of Remington's Revised Statutes, Chapt~r 145 of the Laws of 1929, page 56S, and
WHEREAS, Martia Snode has offered to pruchase the above described real property from the City of Port I
Angeles for the sum of ~OO.OO, payable as follows: $4Cl,OO as a down payment and tlS.OO on or before the
10th day of January, 1942, and $lS.OO on or before the 10th day of each and every month thereafter until
paid in full, together with interast on monthly balances at the rate of 7% per annum to be paid with the
monthly installments, and
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value and that at this time it is the best interest of the City that it should be accepted and the sale
made.
NOW, THEREFORE, BE IT RESOLVED, that said offer be accepted and that the City of Port Angeles sell the said'
property at private sale to the said Martie Snode for the sum hereinabove set forth, subject to any other
valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed conveying
said prcperty to the purchaser, and that the City Clerk of the City of Port Angeles be and he is hereby
instructed to execute said quit claim deed, and that the Mayor of the City of Port "ngeles be and he is
hereU,? instructed to countersign said quit claim deed when the purchase price and all accrued interest
thereon has bean paid in full.
It was moved U,? Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
RESOLUTION
WHEREAS, the United States Army has made a request for the use of all that part of "M" Street from 16th
Street to Lauridsen Boulevard, Lauridsen Boulevard from "U" Street to "P" Street and the westerly 800 feet
of Lincoln Park for Federal Defense purposes, and
WHEREAS, it is the desire of the City Commission of the City of Port Angeles, Washington, to do all
things possible to aid and assist in the Federal Defense Program,
IfOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Port $ngeles, Washington, that the
United States Army be granted the privilege to use all that part of "M" Street from 16th Street to Laurid-
sen Boulevard, and Lauridsen Boulevard from "M" Street to np" Street and the westerly 800 feet of Lincoln
Park for Federal Defense purposes during the war.
It was moved U,? Mayor Beetle that the foregoing resolution be approved and adopted. Seconded by Comis-
sioner Beam. On roll call all members voted aye. The Mayor declared the. motion carried.
RESOl\UTION
WHEREAS, at the present time, there are twenty-seven (27) places of business in the City of Port Angeles
where beer or wine is licensed for sale U,? the glass for consumption on the premises, and seventeen (17)
places of business where beer or wine may be purchased for consUmption off the premises; and
WHEREAS, it has been the experience of the City of Port Angeles, and of other cities in the State of Wash-
ington, that an excessive number of such places is not in the interest of the general welfare and that
the number of the same should be limited in proportion to the population of said city;
NOW, THEREfORE, BE IT RESOLVED BY THE CITY COMh'ISSIDN OF THE CITY OF PORT ANGELES:
That it directs that no approval be given for the establishment of any new or additional taverns, beer or
wine parlor or other place where beer and/or wine may be purchased for consumption on the premises, (bona
fide clubs as provided for under the Statutes of the State of Washington, excepted) or for consumption off
the premises; and that the City Ccmmission of the City of Port Angeles hersby requests the Washington State
Liquor Control Board not to issue any new or additicnal licenses for such pIeces in the Ci~ of Port ~ngeles,
and
BE IT FURTHER RESOLVED that if a~ such place as now exists discontinues business, for any reason, that no
new license for such purpose be issued replacing a~ discontinued licensej and that the policy of not
issuing any new or additional license be continued until the total number of taverns, beer or wine parlors"
or other places where beer or wine may be purchased by the glass for consumption on the premises be reduced
to twenty (20), and that no new licenses for places to sell beer and/or wine for consumption off the prem-I
ises be issued until the number of such licenses is reduced to fifteen (15); and
BE IT FURTl'.ER RESOLVED that for the purposes of the limitations herein contained that if a~ license is
canoelled, if the owner of the license so cancelled makes application for another license said application
shall be considered as a new application for a license.
It was moved U,? Mayor Beetle that that certain resoluticn adopted July 9, 1941, and recorded in Vol. 20 of
Commissioners' Proceedings, page 302, requesting the State Liquor Control Board to limit the number of
places where beer and wine may be purchased for consumption on the premises, to 20 and the number of
places where beer and wine may be purchased for ccnsumption off the premises, be limited to IS, be and the
said resolution is hereqy canceled and nullified, and that the f ore go ing resolution be approved and ~dopted.

Under the head of New Businesss:
Motion seconded by Commissioner Beam. On roll call all members voted aye. The Mqror declared the motion
carried.
Commissioner Lind subnitted the appointment of W. D. "oodwin as member of the Park Beard to fill the
vacancy caused by the death of H. A. Ferris. It was moved by 'Commissioner Beam that the foregoing appoint-
ment be confirmed. Seconded by Mayor Beetle. On roll call all members voted aye. The Mayor declared the ,

The Commission examined and allowed the following claims and ordered warrants drawn for same:
