Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, Olson, McRevey and Ross; Attorney Moffett and Clerk McNeece. Manager Herrman was absent due to illness. A motion was made by Councilman Olson, seconded by Councilman McRevey and carried, that minutes of the Council Meeting of December 4, 1969 be accepted and placed on file as received. ' A motion was made by Councilman Basom, seconded by Councilman Hordyk and un- animously carried, to accept the low bid of R.T.E. Corporation for various transformers, also their early delivery dates. I A motion was made by Councilman Basom, seconded by Councilman Hordyk and un- animously carried, to accept the low bids of the following: Shell Oil Co. Regular Gasoline, .2218 per gallon, Ethyl gasoline, .2450 for one-half year and Texaco, Inc. one-half year for Ethyl gasoline at .2450 per gallon (the companies to decide which half of the year for each)E. A. Jensen, Shell Jobber Supplement No. I Lubricating Oil at .574 per gallon; Shell Oil Co. Series 3 Lubricating Oil at .75 per gallon; Mobil Oil Co., Diesel in the City at .1254 per gallon, and Atlantic Richfield Oil Corp., Diesel at Morse Creek .1285 per gallon and Stove Oil at Morse Creek .158 per gallon. A motion was made by Councilman Basom, seconded by Councilman Edwards and unanimously carried, to authorize call for bids for a new 1970 3/4 ton pickup with utility box and a new 1970 3/4 ton, 4-wheel drive ~~ckup with front end winch for the Water Department. A motion was made by Councilwoman Ross, seconded by Councilman Edwards and un- animously carried, to approve for pay.ment Claims Vouchers in amount of $39,932.25; Payroll Transfers $51,591.89; L.I.D. No. 189 $13,522.50; L.I.D. No. l89A $3,000.00 amd L.I.D. No. 190 $15,380.55. A motion was made by Councilman Olson, seconded by Councilman Basom and unani- mously carried, to table to a work session the application of Time Oil Co. for permission to erect residential quarters at their proposed self-service gaSOline I ,station at Marine Drive and First Street. (Mr. Gordon Bryne, Area Manager for Time Oil Co., the Fire Chief, a representative from the Planning Commission and others if they wish to attend, meeting to be held on December 30, 1959 at 7:30 P.M.) A motion was made by Councilman Hordyk, seconded by Councilman McRevey and carried, to accept and place on file the Planning Commission Minutes of December 16, 1959. A motion was made by Councilman Hordyk, seconded by Councilman Basom and carried, to accept and place on file the Park and Beautification Board Minutes of Dec- ember 15, 1969. (The City Manager is to make a report to the Council on the decision concerning hiring of a Gardner as requested by the Board,'also concerning replacement or repairs of the public address system at Civic Field.) Pete Schmuck, President of the Port Angeles Jaycees, read a letter from the Jaycees congratulating the Council for their recent efforts to solve the garbage dump problem, and pledging their full and continued support in the city's drive to construct and operate a sanitary landfill. The following ordinance was again brought before the council. ORDINANCE NO. 1670 AN ORDINANCE establishing the time and place for regular meetings of the City Council. I A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un- animously carried, to adopt the foregoing ordinance setting the Council Meet- ings on the first and third Tuesdays of each month, in the Council Room at 134 West Front Street, at 7:30 P.M. The following resolution was read in full. RESOLUTION NO. 20-59 A RESOLUTION fixing the time for hearing on petition to vacate portions of Sixth Street and Seventh Street. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to adopt the foregoing resolution as read, setting January 20, 1970 as the Hearing date. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and carried, to accept and place on file the Child Guidance Center Report for Nov- ember, 1959. I A motion was made by Councilman Olson, seconded by Councilman Hordyk and un- animously carried, to accept and place on file the Financial Statements of the Light, Water, Sewer, Sanitation, Equipment Rental and Street Departments; the Light Dept. and Water Dept. Work Reports for November; Utilities Billing Report; Monthly Reports of the Fire, Municipal Judge and Police Departments, and the Out-of-Town reports of Lew Pohl - Light Supt., and Ralph Wait - Water Supt. A motion was made by Councilman Edwards, secqnded by Councilwoman Ross and un- animously carried, to proceed with the Bo~levard Bridge protection by install- ,~ ation of 4" channel beam between lower rail and the bridge floor, to prevent youngsters from crawling or slipping under. A motion was made by Councilman Easom, seconded by Councilman Hordyk and carried, to refer the request of the Alcoholism Information & Referral Center concerning the monies budgeted to support their operations to the work session of Dec- ember 30, 1969. A motion was made by Councilman Olson, seconded by Councilman Hordyk and carried, to accept and place on file the Human Relations Commission Minutes of December 12,' 1969. A motion was made by Councilman Edwards, seconded by Councilman Olson and un- animously carried, to table the question of whether the Human Relations Com- mission should act as a review board for the Clallam County Hostelries, Inc. until the Council and the Commission have met. I Other subjects discussed were: The City Attorney reported that the East First Street lawsuit is still pending and waS not dismissed as he had formerly thought (he will request a dismissal); Councilman McRevey was appointed by the Mayor to represent the Council on the Community Action Council; the one way passage through the alley behind Chevrolet-Oldsmobile Co. between First and Front Streets due to growth of Ivy (Paul Reed to check this and report to Council); the traffic on Park Avenue in front of the High School (double parking and park- ing. in restricted areas - the Chi~ of Police is to check this out and report to the Council), and Councilwoma~~Storted that she had attended the Alaska North Saope Conference in Seattle, December 12, 1969 and will make a report to the Council at a later date.
