PROCEEDINGS OF THE CrTY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
December 19, 1968
The Council met in regular session at 7:30 P.M. Officers present were Mayor
Wolfe, Councilmen Maxfield, Thorne, Bettger, Schroeder, Basom and Cornell,
Manager Herrman, Attorney Moffett and Clerk McNeece.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
carried, to accept and place on file as received, minutes of the Council Meet-
ing of December 5, 1968.

A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
unanimously carried, to accept the best price-delivery combination of $1,262.50
by General Electric Supply Co. for Luminaires and Photocells for the Light Dept.
A motion was made by Councilman Basom, seconded by Councilman Schroeder and un-
animously carried, to accept the low bid of E. A. Jensen (Shell Jobber & Olympic
Fuel) for furnishing gasoline, lubricating oil, diesel and fuel oil to the City
during the year 1969. .(Regular Gasoline $ .2168 per gal.; Ethyl Gasoline $ .240;
Lubricating oil Supl. 1 $ .590 per gal. and Series 3 $ .80 per gal.; Diesel in
the City $ .119 and at Morse Creek $ .119, and Stove Oil at Morse Creek $ .1416.)
A motion was made by Councilman Thorne, seconded by Councilman Basom and unani-
mously carried, to approve and pay to CH2M $1,155.61, for engineering services
from October 25, through November 25, 1968, in connection with the Fairmont Area
Sanitary Sewer System.
A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani-
mously carried, to approve and pay to Del Guzzi, Inc. the fifth (November) esti- .
mate of work done and material furnished on the Lauridsen Boulevard Bridge pro-
ject, in amount of $24,052.00.

A motion was made by Councilman Maxfield, seconded by Councilman Thorne and un-
animously carried, to approve and pay to CH2M $3,834.95 for engineering services
from October '25', through November 25, 1968, in connection with the Sanitary Sewer-
age System Improvements.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and unani-
mously carried, to approve and pay to Del Guzzi, Inc. , the third (November)
estimate of work done and material furnished on the Lauridsen Boulevard - Race
to Ennis project.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and un-
animously carried, to approve and pay to J.D. Shotwell Co., the third (November)
estimate of work done and material furnished on tbe East Lincoln Heights L.r.D.
# 189, in amount of $18,000.00.
A motion.was made by Councilman Maxfield, seconded by Councilman Bettger and un~
animously carried, to approve and pay the Claims Vouchers in amount of
$14 7,121. 54 and Payroll Transfers $41,689.77.
As the Planning Commission had recommended that the request for rezoning by Mr.
Floyd McRevey be denied, there was no necessity to hold the Public Hearing on
the rezoning scheduled for this meeting.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and un-
animously carried, to concur with the Planning Commission's recommendation and
deny the request of Robert Lyons, 511 East Whidby for a variance to operate an
ambulance service out of his home in an RS-7 zone.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and un-
animously carried, to concur with the Planning Commission's recommendation ,.
and deny the request of Mr. Floyd McReVey for rezoning of the north 100' of
Lot 20, Block 32 Townsite, from RMF to CBD.
A motion was made by Counci.lman Cornell, seconded by Councilman Maxfield and
carried, to concur with the Planning Commission's recommendation and that a
variance be granted Mr. Morris Rice, 519 So. Oak Street to enable him to con-
struct a four unit apartment on Lot 10, Block 165 Townsite, with a waiver of
the minimum lot size requirements and ratio: of area-to-units requirement. Ho~
ever, the setback from Oak Street must be at least eight feeti and greater if
possible without encroaching on the sideyard clearance abutting Lot 9 on the
east.

A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
carried, to concur with the Planning Commission and grant a variance to Mr.
John J. Mahaney from the regulations of the CSD-C2 zone to permit construction
of an additional structure, adjacent to his present one, to be used as a motel,
also relief from the setback requirements abutting the alley.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
unanimously carried, to refer the request of Alpine General Builders back to
the Planning Commission as requested by the owners.

A motion was made by Councilman Thorne, seconded by Councilman Schroeder and
carried, to accept and place on file the Planning Commission Minutes of Dec-
ember l7, 1968.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and
unanimously carried, to accept and place on file the Child Guidance Report
for November; the Civil Service Minutes of November 12, and December 12, 1968;
the Clallam-Jefferson County Community Action Council Report for December 18,
1968; the report of Progress of Sewer Project; the Light and Water Departmentsl
Work Reports for November. Light and Water Revenue and Expenses reports; Revenues
and Expenditur'es Summary, Utili ties Billing report for November, the monthly
reports as follows: Equipment Rental, Fire, Municipal Judge, Police, Recreation,
Sanitation, Street and Treasurer's, and the Out-of-town reports of the Police
Chief and Police Matron.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and
carried, to approve the transfer of liquor license from Helen Marie Tietjen
d/b/a/ Westside Grocery to Roy Edward Pike and Lillian Pike - Pike1s West-
side Grocery.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and
unanimously carried, to table action on the proposal of the P.T.A. of Roosevelt
School concerning barricades unti,l such time as sufficient evidence is presented
to show actual need for the barricades as set forth in their letter dated I
December 2, 1968. ,
Other subjects discussed were the recommendations on zoning ordinance changes
by the Director of Public Works, which will be referred to the Planning Com-
mission for study and recommendation.
The meeting adjourned at 8:25P. M.
