PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.'
DECEMBER 19, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy,
Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman Olson, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of De-
cember 5, 1972.
Mr. Everett Hassell addressed the Council stating that the motion denying his
shoreline permit application, as presented at the December 5th meeting, had
not been voted on and, therefore, could not have been unanimously carried as I.
stated in the Minutes. The Deputy Clerk was instructed to check the tape re-
cording of the December 5th meeting and a motion was made by Councilman Lukey,
seconded by Councilwoman Ross and unanimously carried to again reaffirm the
. Council's original denial of the shoreline permit application as the property
is in an RS-7 Zone. (Tape recording was subsequently checked and the motion
to deny had been voted on and carried unanimously.)
A motion was made by Councilman Horqy.k, seconded by Councilman Olson and unani-
mously carried to conc~r with the Planning Commission r.ecommendation and approve
the proposed project of Mr. Jack D. Hogan of Harbor Realty and Seattle Steve-
doring Company for an office and warehouse combination between Cedar-Street and
Tumwater Access Road on Marine Drive.
A motion was made by Councilman Lukey, seconded by Councilman Olson and unani-
mously carried to table the bid award on the Front and Peabody Street Paving
Project until further information could be obtained.
A motion was made by Councilman Olson, seconded by Councilman Wray and unani-
mously carried to accept the low bid of Standard Oil Company for the City's
1973 Regular and Ethyl gasoline and S.E.#30 and Series #3 Lubricating Oil,
and the low bid of Olympic Fuel Company for the City's 1973 Diesel Fuel both
in the City and at Morse Creek Dam. T~e following is a listing of the low bids

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to authorize payment Progress Billing to Harstad Associates,
Inc. in the amount of $715.09 for October 26 through November 25, 1972 TOPICS
projects.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to authorize payment to CH2M in the amount of $866.94 for
engineering services from October 25 throug November 24, 1972 in connection
with the water study.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve for payment Claim Vouchers in amount of $163,619.89,
and Payroll Transfers in amount of $72,248.05.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to act upon each labor contract as presented.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept the Contract between the City and the Fire Fighters
Local No. 656 for the year 1973, and to authorize signing of same. This con-
tract was then signed by Mayor Basom and Manager Puddy, for the City, and by
Jerry Doyle for the Fire Fighters Local.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani-
mously carried to accept the Contract between the City and the Port Angeles
Police Department, Teamsters Local No. 589 and authorize signing of same. The
contract was then signed by Mayor Basom and Manager Puddy for the City and by
Norman Pollock and Johnnie Sweatt for the Police Department Teamsters Local.

A motion was made by Councilman Hordyk, seconded by Councilman Lukey and carried
to accept the contract between the City and the American Federation of State,
County and Municipal Employees Local No. 1619 and authorize signing of same.
All Councilmen voted "Aye," except Councilwoman Ross, who voted "No." Motion
carried. The contract was then signed by Mayor Basom and Manager Puddy for
the City and by Harry Laube, Jim Anderson and Frank Warren for Local No. 1619.

The petition of approximately 183 signatures regarding building a bridge at
3rd Street over White's Creek was noted and ~ motion 'was 'made by Councilman
-- Lukey,. seconded by Councilman Olson and unanimously carried to accept and place
on file.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and carried
- to concur with the Planning Commission's recommendation and 'deny the request of
R. Eugene Martini for a Conditional Use Permit to construct a duplex in the Edge-
cliffe ar.ea. All Councilmen voted "Aye," except Councilwoman Ross, who IDted "No. 11
Motion carried.

A motion was made by Councilman Wray, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Robert Cole of 1005 South "B" Street for a Conditional
Use Permit to allow him to operate the REA Delivery Service from his residence.
-A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request for installation of a septic tank and drainfield system on
Ediz Hook,~ as requested by Mr. Robert Hedwall, representing penPly, Inc.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Gordon Cole to install a septic tank and drainfield system
- to serve a single-family residence at approximately 10th and 'N' Streets.
A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani-
mously carried to accept and place on file the Planning Commission Minutes of
-December 11, 1972. .
A motion was made by Councilman Haguewood, seconded by Councilman Lukey, and
unanimously carried to table, until the next meeting, the request of Mr. Rocky
Fuller to erect a sign on a concrete light pole that projects into the 1st
- Street right-of-way.

-A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to approve the agreement between the City and County consoli-
dating the two libraries by establishing'the Nor~h Olympic Library System.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
meusly carried to take from the table the Washington Public Power Supply System
Nuclear Projects No.1 and No.3 Net Billing Agreements.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to authorize signature of the Washington Public Power Su~ply Sys-
tem Nuclear Projects No.1 and No.3 Net Billing Agreements and approve Resolu-
-tion No. 12-72, authorizing execution of net billing agreement for Project No.1
and Resolution No. 11-72, authorizing execution of net billing agreement for
Project No.3.

The Bonneville Power Administration news release regarding an increase in whole- V
sale power rates effective December 20, 1974 was accepted and placed on file.
A letter to Bonneville Power Administration from the City regarding a second ~
breaker at the BPA Port Angeles Substation was read and noted.

A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani-
mously carried to not participate in the G. M. L..Foundation request in new
decking and roof and cleanup of alley area behind the Lincoln Theater.
A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani-
mously carried to take from the table the Arts In Action request to use Laurel
Street for an exhibit.
A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and
unanimously carried to allow the Arts In Action to use Laurel Street from 1st
tp Front and from Front to Railroad, if the one block from 1st to Front will
not be sufficient, for their Arts In Action Show on July 21/22, 1973.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to take from the table the Diversified Industries request to lease
City property, for construction of resident housing for people served by Diver-
sified.
After considerable discussion from the audience, a motion was made by Council-
man Wray, seconded by Councilman Lukey and unanimously carried to table the re-
quest of Diversified Industries until the next meeting so that all interested
parties could meet with Diversified Industries for more information.
A memorandum from the City Treasurer regarding the 1972-73 Federal Revenue I
Sharing Receipts was read and noted.
A memorandum from the Parks & Recreation Director regarding meeting with IAC
and Park Planner in reference to West End Park was read and noted.
A motion was made by Councilman Lukey, seconded by Councilman Olson and unani-
'mously carried to concur with the City Manager's recommendation and table the
request of Black Ball Transport, Inc. for renting parking lot space, so that
the Downtown Parking Association could make.a recommendation on .the.request.
Mr. Devere B. Curran addressed the Council on the hazards of using salt on the
.City streets during the winter season.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried that permission be given to install another loading zone (two
parking spaces) on the south side of 1st Street between Laurel and Lincoln.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unai-
mously carried to approve the request of Angeles Terminal, Inc. and waive the
requirements of the shoreline management act of 1971 and allow them to apply
directly to the Corps of Engineers for a dredging permit.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to approve the Proclamation proclaiming January 14, 1973 to be
Captain Michael Kerr Day in honor of Prisoners of War and Missing in Action. II
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the District Board of Health Minutes
of November 1, 1972; the Clallam-Jefferson County Community Action Council, Inc.
Board Minutes of November 27, 1972; the Port Angeles Public Library Board Min-
utes of December 7, 1972; the Port Angeles Park and Beautification Board Minutes
of December 7, 1972 and the Civil Service Commission Minutes of December, 1972.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to accept and place on file the State Liquor Board letter re-
garding the suspended license of Loren's Tavern for seven days.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Monthly Reports of the Light,
Water, Sewer, Sanitation, Street, Equipment Rental, Off-street Parking, Utili-
ties, Fire, Municipal Judge, Park & Recreation, Police and Treausrer's Depart-
ments and the out-of-tewn report from the Fire Department.
Because of rumors around town, and because the Council is responsible for the
health and welfare of the citizens of Port Angeles, Councilman Lukey read the
following statement to the Council:

'~ou asked about Santa Claus, Mr. Mayo!. You wonder if he exists.
Your mind teems with doubt; with concern; with worry. You have
heard that he may be playing out his last season, that his rein-
deer are slowing down, that he can't lift his bag. We1ve all
heard these rumors. I've. heard them, you've heard them, even
Councilman Haguewood has heard 'th~. Yet, year after year, we
wait for him on Christmas Eve, confident that he will appear once
again, driving his sleigh across countless miles of sky, descen-
ding-chimneys thDOUghout the world, filling millions of stockings
6f 'children'~verywhere. No Santa Claus! Thank God he lives for-
ever. A thousand years from now, Mr. Mayor, he will continue to
make glad the heart of children.

A motion was made by Councilman Lukey, seconded by Councilman Haguewood and
unanimous~y carried that the Council officially recognize the existance of
Santa Claus and accept the above statement as read.

The Association of Washington Cities meeting again scheduled for January 3rd;
and Police Chief Kochanek and Sgt. Miesel are the representatives for the City
for the Referendum Bonds for Washington Health Services. (Ref. #29).
