DECEMBER 21, 1971 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Haguewood, Hordyk, McRevey, Olson and Ross; Manager Puddy, Attorney Moffett "and Deputy Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to accept and place on file, as received, the Minutes of December 7, 1971. I A mDtion was made by Councilman Haguewood, seconded by Councilman Olson and unanimously carried to accept the low bid bf Lannoye Motors for one new 1972 Police Department Sedan in the amount of $3,370.; and the low bids of Ruddell Chevrolet for the new 1972 sedan for City Manager,in the amount of $2,900., a new 1972 station wagon for the Parks & Recreation,Department in the amount of $2,90q., a new 1972 ~ab and "chassis-with seryice body'. for theStreetD~part- ment In the amount of $3,300. and a new 1972 pickup for the Service Garage in the amount of $2,330. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unanimously carried to accept the low bid of Standard Oil Co. of California for Regular Gasoline at $.2229 per gallon, Diesel In City and at Morse Creek at $.1289 per gallon and Stove Oil Morse Creek at $.1519 per gallon; and the low bid of Shell Oil Company (E.A. Jensen) for Ethyl Gasoline at $,2431 per gallon and Supplement #1 Lubricating Oil at $.585 per gallon; and the low bid of Texaco, Inc. for Series #3 Lubricating Oil at $.765 per gallon, reo. the City's required Gasoline, Diesel Fuel and Lubricating Oil for the year 1972. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unanimously carried to authorize the Park and Beautification Board to call for bids for reconstruction and beautification of the wall behind the ConDad Dyer Fountain at First and Laurel Streets. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to approve for. payment Claim Vouchers in the amount of $127,862.1l; L.I.D. #193 $51,00; Supplemental Voucher List $90,153.00 and Payroll Transfers $65,411.47~ A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to concur with the Planning Commission's recommendation and deny the request of Mr. John Toth, 123 West 10th Street, for a variance to allow construction of an addition to his existing residence, due to not meeting set back requirements. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to concur with the Planning Commissionts recommendation and ap- prove .the request of Mr. Allen Jensen, 1203 South Pine Street, for a Conditional Use Permit to allow construction of a duplex in an RS-7 Zone. A motion was made by Councilman Haguewood, seconded by Councilman Olson and unanimously carried to concur with the Planning Commission's recommendation and approve the request of Mr. John T. Kearin, 2220 South Chase, for a vari- ance to allow enlarging of pre-existing, non-conforming, single-family resid- ence. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to accept and place on file the Planning Commission Minutes of December 13, 1971. The following ordinance was read in full: I ORDINANCE NO. 1750 AN ORDINANCE vacating a portion of platted 14th Street and McDonald Street, Townsite of Port Angeles, Washington A motion was made by Councilman McRevey, seoonded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance as read. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the recommendation of the Cit~ Tr~a:ure~ and adopt the Utility Deposit and COllection Policy as presented. Deposits - Required for electrical service only. (a) Rentals - Deposits are required for all rentals. (b) Owner Occupied - Deposits are required on the basis of demonstrated payment record. Amount of deposit is determined by estimated two-month's bill. All customer deposits will be reviewed during December of each year for prior year's payment record, Deposits will be refunded if the pay- ment record has been satisfactory, based on this review. I If a custOmer has demonstrated a satisfactory payment record suffi- cient to justify deposit refund and subsequently demonstrates_an unsatisfactory payment record, a deposit may then be required. 2. Collection - A utility bill is delinquent twenty (20) days after bill pos tmark . If a utility bill has not been paid by the next billing date after delinquency, a reminder notice will be mailed with billing. If payment for a delinquent bill has not been made within five days after reminder notice, a shut-off notice will be mailed allowing an additional five days for payment before service is shut off. The following ordinances were read in full: ORDINANCE NO. 1751 AN ORDINANCE of the City of Port Angeles amending Section 11.48 of the Code of the City of Port Angeles with re- ference to billings for electric current, and repeal- ing Ordinance No. 1562. A motion was made by Councilman Basom, seconded by Councilman Hordyk and unanimously carried to adopt the foregoing ordinance as read. ORDINANCE NO.' 1752 AN ORDINANCE establishing a position classification and pay plan for the Police Department employees for the year 1972. I A motion was made by Councilman McRevey, seconded by Councilman Basom and unanimously carried to adopt the foregoing ordinance as read. ORDINANCE NO. 1753 AN ORDINANCE establishing a position classification and pay plan for the Ci'ty Employees and providing for the payment thereof for the year 1972. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to adopt the foregoing ordinance as read. ORDINANCE NO._ 1754 AN ORDINANCE establishing a position classification and pay plan for-the Fire Department employees for the year 1972, A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to adopt the foregoing ordinance as read.. . The following resolution was read in full: RESOLUTION NO. 21-71 A RESOLUTION of the City Council of the City of Port Angeles making a transfer of $48,200. from the Water Fund to the Current Expense Fund. ,I A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to adopt the foregoing resolution as read. DECEMBER 21, 1971 (Continued) A motion was made by Councilman McRevey, seconded by Councilwoman Ross and unanimously carried to authorize signature of the contract regarding the agreement between the City and County for use of jail facilities. I Jerry Doyle, President of the Fire Fighters Local No. 656 was present and signed the Labor Agreement for the Union for the ensuing year, between them and the City. Norman Pollock, Secretary of the Teamsters Local No. 589 for the Police De- partment was present and signed the Labor Agreement between them and the City, _ for the ensuing year. Harry Laube, Field Representative, and Jim Anderson, President of the State, County and City Employees Local No. 1619 were present and signed the Labor Agreement with the City for the ensuing year. A motion was made by Councilman Haguewood, seconded by Councilman Basom and unan{mcusLycarried to authorize the City Manager to meet with all interested parties regarding the parking meters in the downtown area, and report back to the Council. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to accept and place on the file the Civil Service Minutes of De- cember 9, 1971 and the Human Relations Commission Minutes of October 20, 1971. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Park & Beautification Board Minutes of December 9, 1971. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Financial Statements for the month of November, 1971 for the Light, Equipment Rental, Water, Street, Sewer, Off-street Parking and Sanitation Department; Water Dept. Work Report; Utilities Billing; Fire, Police, Municipal Court and Treasury Monthly reports for the month of November, 1971. I A motion was made by Councilman McRevey, seconded by Councilwoman Ross and unanimously carried to set the date for the next Council Meeting as January 11, 1972 instead of January 4th so that the new councilmen who are sworn in on January 10th can be in attendance. I A motion was made by Councilman Basom, seconded by Councilwoman Ross and unani- mously carried to deny the following claims against the City in connection with the gas explosion at the Olympus Hotel on September 30, 1971;, and one claim in connection with the house explosion on East 9th Street on August 27, 1971: Councilman Haguewood abstained from voting. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to adopt and have published the statement of policy, as prepared by City Attorney Moffett, regarding the continued operation of the gas system. The meeting was recessed at 9:20 p.m. for a conference, and reconvened at 9:35 p.m. The following ordinance was read in full: ORDINANCE NO. 1755 AN ORDINANCE establishing and setting salaries of cer- tain officers and officials of the City of Port Angeles and providing for the payment thereof. 250 PROCEEDINGS OF THE CITYCOUNCIL OF THE CITY OF PORT ANGELES, WASH. DECEMBER 21, 1971 (Continued) A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to adopt the foregoing ordinance as amended, noting changes in the salaries of the City Manager, Personnel Director, Assistant Building Inspector and Sanitation Superintendent. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to authorize the City Manager and Mayor to assist in securing funds from the Department of Transportation and Highways monies to be allocated to depressed areas. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- I mously carried to grant permission for the purchase of a lowering device for the Cemetery. Other subjects of discussion were the Spokane County City Police Department; purchase of distribution system from Clallam County Housing Authority; street lighting along the Truck Route from the 8th Street bridges on down; chuck holes in street at Front and Albert Streets and at Front and Liberty Streets; meeting in Olympia regarding operation of gas system in Port Angeles; and there are presently 263 residenc~s being billed the $1.00 per month charge and 45 billed at thB $3.00 per month charge.
