The Commission met in regular session at 10 A.ll. and was called to order by Mayor Davis. Roll call I
showect the following officers present: Mayor Davis, Commissioners Beam and Masters, Attorney Conniff and
Clerk Hawkins.
The minutes of the previous session were read and approved.
Under the head of Applicetions for Licenses the following was granted:
Louis R. Farrell, Amusement Machine Location License for 6 months
Under the head of Introduction of Resolutions the following resolutions were introduced:
RESOLUTION
FeR TRANSYER OF ITEMS WITHIN FUNDS

WHEREAS, It appears that requirements of certain departments for the year 1939, made necessary the
expenditures of sums of money greater than contemplated, and
7lliEREAS, The amounts provided for other items within the same legal classification have not been
exhausted and portions of the said sums can be transferred within the same legal classifications, and
NOW, THEREFORE, BE IT RESOLVED, That the following transfers of funds be IIl8de, to-wit:
WHEREAS, These requirements cO',ld not have been reasonably foreseen at the time of preparation of the budget.

It was moved by Commissioner Masters that the foregoing resolution be approved and adcpted. Seconded by
Conu;d.ssioner Beam. On roll call all members voted aye. The Mayor declared the motion carded.
RESOLUTION
WHEREAS, The City of Port ~ngeles is the owner of the following described real property, having
acquired the same by Treasurer's deed, datect December 22, 1939, uncter and by virtue of the authority of
Section 9393 of R~ingtonls Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to-wit:

WHEREAS, Hugh S. Florence has offered to purchase the above described real property from the City of I
Port ~ngeles for the sum of $85.00, payable 8S follows: $10.00 as a down payment and $5.00 on or before
the 5th day of February, 1940, and $5.00 on or before the 5th day of each and every month thereafter until
paid in full. Interest on the belance due to be computed monthly at th8 rate of 7% and paid with the
monthly install1r.ent, and

Lots Five (5) and Six (6), Block Three Hundred Twenty-four (324), Townsite
of Port Angeles, Washington, and
WHEREAS, The City Commission has viewed the said property and is of the op~n~on that the offer is fair
value and is in excess of the amount paid by the City for said property, plus all L.I.D. assessments,
including interest and other charges against the same,
NOW, TIlEREFORE, BE IT RESOLVED that the said offer- be accepted and that the City of Port Angeles sell
the said property at private sale to the said Hugh S. Florence for the SJlIl hereinabove set forth, subject
to any other valid liens against the same; that the "ity jtttorney _be instructed to prepare a quit claim
deed conveying said property to the purchaser, and that the City Glerk of the City of Port Angeles be and
he is hereby instructed to execute said quit clailr. deed, anct that the Mayor of the City of Port Angeles
be and he is hereby instructed to ccuntersign said quit clairr, deed, when the purchase price and all
accrued interest thereon has bezn paid in full.
It was moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by
Commissioner Masters. On roll call all members voted aye. The Mayor declared the mntion carried.

Under the head of Reading anct Passage of Ordbances the follcwing ordinance was read by title and
placed on its third reading and finally passed and adopted:
AN ORDINANCE setting forth an emergency affecting the public health and safety; reqU1.nng expenditures
unforeseen; providing for the issuance of emergency warrants; and declaring an emergency making the
ordinance imrnediately effective.

It was moved by Commissioner Bean that the foregoing ordil,ance be placed on its final reading and adopted.!
Seconded by Commisioner Masters. On roll call all members voted aye. The Mayor declared the moticn I

VlliEREAS, The bond issues growing out of old Local Improvement Districts, as itemized on ~he attached
statement marked "Exhibit AU and hereby made a part of this resolution, have been past due for more than
ten years from the due date as set out in each bond issue) and,
WHEREAS, The Division of Municipal Corporations of the Department of the Auditor of the State of Washing-
ton, in his report covering the period from April 1, 1938, to liugust 1, 1939, has recoY!llllended that the
remaining outstanding bonds of such issues be canceled of record for the purpose of clearing the City
Treasurel-IS books, and has also l'ecoY!llllended that the cash in the respective funds in connection with said
bond issues be transferred to the Current Expense Fund:
NOW, THEREFORE, In accordance with the existing facts and in accordance with the recommendations above
refer~ed to,
IT IS HEREBY RESOLVED AS FOLLCl'IS:
1. That all of the outstanding bonds issued as a result of the bond issues referred to on uExhibit
I AU be and the sarne are hereby cancelect of record, and that the City Treasurer-be and she is hereby
authorized to clear the City Treasurer's books of the same) and,
BE IT"FURTHER RESOLVED, That the cash in the respecti",e funds as set forth on said "Exhibit AU be and they
and each and all of them are hereby ordered transferred from said respective ~Jnds to the CUrrent Expense
Fund. -
