The request by Chief Wolverton for an emergency in the amount of t2,090.00 was again considered, and it was
moved by /.layor Feeley that the request be granted and the Attorney instructed to draw an Ordinance
declaring said emergen;:y. l"otion seconded, by Commissioner Robinson. All voted Aye. Motion carried.

1'he matter of damage by erosion at Ocean View Cemetery Vfas discussed, and a petition by the Park Board read,
'requesting that necessary steps be taken to eliminate cause of erosion. Connnissioner Taylor informed that
',he will contact the County, requesting assistance in controlling flood water causing damage. It was

ICertification by Chiarelli & Kirk, Architects, confirming completion of the fire hall, was read before the
: Commission. It was moved by Commissioner Taylor that the Architect's certification be approved and the
I Fire Hall be accepted. Seconded by Mayor Feeley. All voted Aye. 1'otion carried.
Conunissioner 1'",,101' spoke briefly on recent survey of water system by Consulting Engineer and submitted
I the following recommendations by the Water Supt. for improvements which should be done during the coming
year, 1950: Install povfer screen at intake, Morse Creek. Miscellaneous r.JBin line renewals. ~e1V main line
. from Peabody reservoir to 9th and Albert Streets. New Nest end reservoir. Meter and chlorinator control
I at Peabody reservoir. New chlorinator and house at Peabody reservoir. Via tel' meters for districts outside
Cit.,- limits. This in addition to regular maintenance and improvements to distribution system. It was
Imoved by Commissioner liobinson that the report of Commissioner Taylor and recommenJations be accepted.
::ieconded by Mayor Feeley. There were no objections and the motion carried. Cmmissioner Taylor also
reported on proposal bF the Welfare Dept. to fUrnish labor on City projects, and informed that the matter
had been referred to Mr. Adams who will contact hirs. Haugland regarding the same. Also that the City might
use some relief labor on Cerretery project.

. per. month or i4.50 per standard for three signs. Mr. Webster cited the vallie of Radio btation R.O.N.? to
I:the City for approximately five years, and that the City Government should not embark upon a program which 'i
lmight force hardship on private enterprise. Also that if the City wishes to raise revenue, better to 'I
:charge for parking lots than signs on meters. Mr. Webster informed that he is willing to accept competition
I in advertising if not by use of public streets, and that the Ci liY should not enter into business that is '
~ already adequately served by private concerns. Mr. Webster further informed that proper procedure would
be to get opinion of the Attorney General through the Division of Municipal Corporations to ascertain
legality before installations are made. The Commission had no objections, and considered this advisable
for. their own protection. After further discussion and consideration, it was moved by Commissioner Jiobinson
that the Attorney be instructed to request the Division of hiunicipal Corporations to request the JittorneJ' :1
. General to submit a written opinion regarding legality of the installation of advertising signs. Motion r

,AN .ORDINANJE providing for the exploitation and advertising of the general advantages of the City of Port
Angeles, creating a fund therefore, creating a publicity board, providing for a tax levy, repealing
ordinances in conflict herewith and declaring an emergency.

adopted. Seconded by Commissioner Taylor. !ell voted Aye. Motion carried.
