PUBLIC COMMENT.
This is an opportunity for members of the public to speak to the City Council. To allow time for the
Council to complete its legislative agenda, comments should be limited to no more than 5 minutes per person and a total of 15
minutes for this comment period. At the discretion of the Mayor, these time periods may be lengthened or shortened. Following
any public comment, the Mayor may allow time, limited to five minutes, for response from City Councilmembers and/or City
Staff. Vicki Rudden and Anne Murray, from the League of Women Voters, presented Council with ballons and read a letter
thanking them for their service to the community. Richard Kott, Evan Bradow, and Ken Spencer, all spoke regarding the
proposed WUGA Ordinance amendments. Ed Chadd, spoke regarding the Roof Drain Disconnection Program. Darlene
Schanfald, spoke regarding the Roof Drain Disconnection Program, and the Agreed Order with the DOE.
C. CITY COUNCIL COMMITTEE REPORTS –
Councilmember Collins and Mania spoke regarding attending the AWC
training session in Tacoma. Councilmembers Downie, Nelson and Kidd had no report. Deputy Mayor Perry spoke regarding the
LEKT groundbreaking ceremony for the new fish hatchery, displaying the painting the tribe gave to the City. Mayor Di Guilio spoke
regarding the first Council attendance at the Farmer’s Market.

Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in
order to receive public input prior to making decisions which impact the citizens. Certain matters may be controversial, and the City
Council may choose to seek public opinion through the public hearing process.
