The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. The items of business for regular Council meetings may include the following: A. CALL TO ORDER – SPECIAL MEETING AT 5:00 p.m. – EXECUTIVE SESSION - Under the authority of RCW 42.30.110(1)(b), regarding the acquisition of real estate; and RCW 42.30.110(1)(i), to discuss potential litigation with legal counsel. Presented to Leslie B., Program Manager of Healthy Families PUBLIC COMMENT – Steve Hamm, Marrowstone Island, invited Council and the citizens of Port Angeles to a Citizens for Local Power luncheon on October 24, 2010, where their guest speaker, Jack Robertson, will conduct a presentation on developing local energy resources. C. CITY COUNCIL REPORTS – Councilmember Nelson spoke regarding her attendance at the Clallam County Commissioners meeting regarding the E-911 tax increase, the meetings held during the week with Studio Cascade regarding the Waterfront and Transportation Improvement Plan schematic design phase, and meetings regarding the new AMI system. Councilmember Downie also spoke regarding his attendance at the meetings held by Studio Cascade. Mayor Di Guilio spoke regarding the Fire Consolidation Planning Committee’s first meeting. Councilmember Kidd spoke regarding her attendance at the meetings held by Studio Cascade, and her attendance at the Saturday Farmers Market Council table with Councilmember Collins. Deputy Mayor Perry, and Councilmember Collins and Mania had no report. D. WORK SESSION 1. Preliminary 2011 Budget D-1 1 . Presented E. Contract Status Report M-1 projects, current State-wide ballot initiatives, 2. Grants and Loans Status Report M-2 the AWC regional meetings on October 28, 3. Quarterly Consultant Report M-3 2010, the ribbon cutting ceremony for the 4. Parks, Recreation & Beautification Commission – June Minutes M-8 grand opening of the new Wal-Mart on 5. Lodging Tax Advisory Committee – August 11, 2010 Minutes M-10 October 27, 2010, Dry Creek Bridge 6. Planning Commission – September 8, 2010 Minutes M-12 construction, and discussed the possibility of an appeal on the Nippon’s FEIS. He also discussed the recent meetings with Studio Cascade and stated that Bill Grimes would be back on October 21, 2010, to conduct a presentation for Council. N. EXECUTIVE SESSION - None. O.ADJOURNMENT - 9:07 p.m. PUBLIC HEARINGS Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in order to receive public input prior to making decisions which impact the citizens. Certain matters may be controversial, and the City Council may choose to seek public opinion through the public hearing process.
