A RESOLUTION of the City Council of the
City of Port Angeles, Washington,
adopting the Superior Performance
Program.
WHEREAS, City staff, the City Manager and the city
Council have expressed a need for programs to recognize
outstanding City employees, examples of which are the City's
Safety Awards Program, James Abernathy Outstanding Public
Employee Award, and the Employee Suggestion Program; and
WHEREAS, a Superior Performance Program has been propoSed
that would recognize employees who demonstrate superior
performance for a specific project or event; and
WHEREAS, the Superior Performance Program is modeled
after a successful program in Scottsdale, Arizona and should
enhance individual and work team performance for the benefit
of City government and its constituency;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Port Angeles as follows:
Section 1. The City of Port Angeles Superior Performance
Program, attached hereto as Exhibit "A", is hereby adopted.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 3rd day of
May, 1994.

Superior Performance Program
The City of Port Angeles Superior Performance Program provides an
opportunity for employees to earn cash awards in recognition of
superior performance. Many employees top out in their salary
ranges in 4-5 years and there is not a mechanism to recognize
employees that excel in their performance. This program is also
intended to grant awards to employee work teams.
Effective May 5, 1994, all regular full-time and regular part-time
employees, as well as seasonal and temporary employees, are
eligible to receive cash awards for superior performance. The cash
award can be between $25-$150, with no limit on the number of times
an employee may receive an award during the year. There is an
annual City-wide limit of $15,000.
This program is designed to be flexible, without detailed criteria,
other than to receive an award the Department Head must submit a
proposal in writing to the City Manager, stating the justification
for the recommended award. Awards of $25 do not require City
Manager approval. Superior performance shall be defined as work
beyond the normal or routine expectations of the classification.
Awards shall be net, after taxes cash awards, processed through the
Finance Department.
The approximate number of dollars for each department is reflected
below, with a minimum of $500 in a department and pro-rated based
upon the number of regular employees:
