Jj-t:l, A RESOLUTION of the City Council of the City of Port Angeles protesting the acts of the State of Washing- ton and the United States Government in connection with the Joint State-Federal Conference on Water Pollution Con~ol held in Olympia, Washington January l6-17~ 1962. WHEREAS, the Washington State Pollution Control Commis- sion has on file appeals by seven pulp and paper mills which appeals are from requirements established by the Washington State Pollution Control Commission in temporary permits granted to the mills and are based on the contention that the State has not in accordance with law set reasonable standards for waste disposal but has on the other hand set arbitrary standards not based on facts and studies; and WHEREAS, the State did call for the assistance of the Federal Government in bringing about pollution control before it, the State~ had heard the appeals and determined that pollu- tion actually existed in violation of legally set reasonable standards; and WHEREAS, the act of calling in the Federal Government was premature in that the Federal Government has no place in the matter until the State cannot enforce its standards Which have not yet been legally set; and WHEREAS, the Conference Chairman, Mr. Murray Stein, chief of enforcement for the U. S. Public Health Service, and Mr. James M. Quigley, Assistant Secretary, Health; Education and Welfare, adopted the State's view that pollution exists which is subject to abatement under Federal law, and that this e e - ,~, ... -, ....... pollution comes notably from the pulp and paper industry be- fore the industry and appellants had had an opportunity to pre- sent their side of the case~ and WHEREAS~ the City of Port Angeles is vitally interested in the multiple-use concept of public waters~ and two of its largest industries are Rayonier Incorporated and Fibreboard Paper Products Corporation; now, therefore; BE IT RESOLVED by the City Council of the City of Port Angeles that it go on record as protesting the actions of the State and Federal Governments in handling the problem of pollu- tion control in a one-sided manner before any extensive hear- ings have been held and studies made wherein the appealing mills have had an opportunity to present their case~ and BE IT FURTHER RESOLVED that copies of this Resolution be circulated to our representatives and senators in Washing- ton, D. C. as well as other interested persons, including the Secretary of Health; Education and Welfare.
