HomeMy WebLinkAbout04-84 RESOLUTION NO. 1-81 A RESOLUTION of the City of Port Angeles continuing the implementation of the optional 0.5% additional sales tax beyond March 31, 1984. e WHEREAS, pursuant to Ordinance No. 2225, the City of Port Angeles has adopted the 0.5% additional sales tax as authorized by RCW 82.14.030(2); and WHEREAS, pursuant to Resolution No. 28-83, the City Council implemented said tax and provided for its expiration on March 31, 1984; and WHEREAS, the City Council recognizes that the economic conditions in Port Angeles and the other factors set forth in Resolution No. 28-83 still require the implementation of the optional 0.5% additional sales tax; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES that the implementation of the optional 0.5% additional sales tax within the City limits of Port Angeles, Washington, shall continue in effect on April 1, 1984, and the March 3l, 1984, expiration date in Resolution 28-83 shall hereby be repealed; and Furthermore, BE IT RESOLVED that at least thirty (30) days prior to December 31, 1984, and thereafter periodically at its option, the City Council will review the continued implementa e tion of said tax in order that thirty days' notice of any removal or reduction may be given to the Department of Revenue. -1- .' - PASSED by the City Council of the City of Port Angeles at a regular meeting of said Council held on the 21st day of February, 1984. /;'TTEST: .. -2- J~o~ .,.- . . RESOLUTION NO. S- ~t./ A RESOLUTION of the City Council of the City of Port Angeles approving an amended fare proposal for the operation of for- hire vehicles within the City of Port Angeles. WHEREAS, Section 7 of Chapter 9 of Ordinance NO. 2050 requires that a license to operate a taxicab or for-hire vehicle shall be issued by the City Council of the City of Port Angeles; and WHEREAS, Section 19 of Chapter 9 of Ordinance NO. 2050 requires that the City Council approve an amended schedule for rate change of any business licensee operating a taxicab or for- hire service; and WHEREAS, Blue TOp Cab Company has filed an amended rate schedule to become effective on March 1, 1984; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES, as follows: Section 1. The fare proposal of the Blue Tap Cab Company, copy of which is attached to this Resolution, marked as Exhibit "A" and incorporated by this reference, is hereby approved. In accordance with Chapter 9 of Ordinance 2050, these rates shall be the only rates which may be charged by the taxicab or for-hire business. MEMORANDUM February 16, 1984 TO: Mayor Duncan, coun~~rnb~rs and Manager Flodstrom Rob Orton, Direct:::~ce & Administrative Services Proposal for amended fare increase - Blue Top Cab Company FROM: RE: ISSUE: Blue Top Cab Company has filed a request' (attached) for an increase in the fare schedule currently charged for taxicab services in the City of Port Angeles. Pursuant to Ordinance No. 2050 which stipulates licensing requirements for taxicabs within the City, changes in the fare schedule proposed by the cab company are subject to approval by the City Council. BACKGROUND: Blue Top Cab Company is the sole company licensed to provide taxicab service within the limits of the City of Port Angeles. The last rate increase requested by Blue Top Cab Company was approved in January, 1979, and at that time represented an average 20% increase. Previous fare increases were approved in 1974 and 1969. The current request for a rate increase represents an average 30% increase, which appears to be in keeping with the increased operating costs Blue Top Cab reports as having recently incurred. The Police Chief and I have reviewed the proposed rate schedule and concur the request appears to be reasonable and have no concerns for its approval at this time. RECOMMENDATION: Should the Council wish to approve the increased rate schedule, then they adopt the attached Resolution which implements the rate increase. It has been over four years since our last increase in which time we have replaced all our vehicles and communications system and generally wp- graded our service. . Our insurance cost have risen from 850 dollars per vehicle to over 1600 dollars per vehicle, gasoline has gone ap to a $1.33 from $1.00 per gallon, maintenance, parts and services have increased accordingly. In keeping with the 30% rate hike of employees insur- ance through Labor & Induetrie!
