HomeMy WebLinkAbout04-86 PORT ANGELES RESOLUTION NO. of-Sf:; CLALLAM COUNTY RESOLUTION NO. ..:l~ e A JOINT RESOLUTION of the Board of Clallam County Commissioners and the City Council of Port Angeles authorizing the negotiation of an agreement with Arco Marine, Inc., and State and Federal agencies for identification and mitigation of oil spill ~mpacts and requesting the Governor to provide continuing staff and financial assistance. WHEREAS, on December 21, 1985, the oil tanker ARCO Anchorage spilled approximately 189,000 gallons of crude oil into Port Angeles Harbor with much of the oil spreading along the shorelines of Port Angeles and Clallam County and causing significant economic and environmental damage; and WHEREAS, the discharger of the spilled oil, Arco Marine, Inc., has accepted responsibility and liability for the spill and related impacts and has participated in the clean-up efforts with Federal, State and local agencies and volunteers; and WHEREAS, the short-term clean-up efforts appear to be nearing a conclusion and the long-range identification and mi tigation of impacts need to be planned for, including the on-going functions and involvement of Federal, State and local officials and Arco Marine, Inc.; and WHEREAS, there is great concern at the local level about the long-range effects of the spill on the economy and e environment of the City of Port Angeles and Clallam County, which concern warrants the joint involvement of City and County government in insuring that the long-term impacts of the spill are identified and mitigated; and WHEREAS, the assistance of State agencies in the initial oil spill clean-up effort has been provided and there may be a continuing need for such assistance and the requisite -1- e funding to insure that the long-term impacts are appropriately dealt with; and WHEREAS, claims from the private sector for economic impacts will be submitted to Arco Marine, Inc., with the possi- bility that some rejected claims may be submitted to the State government for financial assistance; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF CLALLAM COUNTY COMMISSIONERS AND THE CITY COUNCIL OF PORT ANGELES, as follows: e Section 1. Clallam County and the City of Port Angeles shall negotiate an agreement with Arco Marine, Inc., and the appropriate State and Federal agencies for the identification and mitigation of economic and environmental impacts caused by the December 21, 1985, oil spill in Port Angeles Harbor. Said agreement shall specify the continuing functions and involvement of Arco Marine, Inc., and Federal, State, County and City officials and shall contain the commitment of Arco Marine, Inc., to fund the necessary identification and mitigation of economic and environmental impacts. Section 2. Clallam County and the City of Port Angeles shall make a joint request to the Governor for the continuing assistance of State agencies and the funds as may be necessary, recognizing the continuing financial obligation of Arco Marine, Inc., to identify and mitigate the economic and environmental impacts of the December 21, 1985, oil spill in Port Angeles Harbor.
