WHEREAS, since the advent of "no deposit, no return" bottles, it appears
there has been a marked increase in the number of broken bottles and broken glass
upon public streets, alleys, sidewalks, parks, and public places, as well as
upon private property in the State of Washington, and
WHEREAS, the circumstance of such broken glass upon the public streets,
sidewalks, parks, and ways has increased the exposure of injury to children
and their pets playing in such areas and has resulted in a substantial increase in
expense to municipalities in disposing of said debris, and
WHEREAS I it appears to the Council of the City of Port Angeles that the
problem created is one which should be resolved on a statewide basis inasmuch
as it is impracticable for any individual municipality or government to attempt to
restrain or prohibit the utilizing of such containers; Now, Therefore,

That the Council of the City of Port Angeles does jointly request with other
city councils and governing bodies of local governments that the State of Wash-

greatly restricting or prohibiting the use of "no deposit, no returnll glass bottles
within the State of Washington.
