(p - 'b5 A RESOLUTION of the City of Port Angeles adopting the Clallam County Solid Waste Management Plan Update. e WHEREAS, the Clallam County Comprehensive Solid Waste Plan Update, which was formally presented to the City Council on November 6, 1984, contains elements that are important to the City's Solid Waste Management programs and updates the 1978 Solid Waste Management Plan; and WHEREAS, the Clallam County Comprehensive Solid Waste plan Update was prepared in accordance with Chapter 70.95 RCW, which requires that the City either adopt the County-wide plan or develop its own plan, which must be approved by the Department of Ecology, and maintain a periodic review at least every five years; and WHEREAS, any implementation of the significant recom- mendations of the Plan would be preceded by an analysis and presented to Council for considerationj and WHEREAS, one particularly significant recommendation of the Plan is the concept of using the Port Angeles Landfill as the sole County landfill, which concept raises concerns of the City Council with regard to whether or not the City Landfill has adequate capacity to address the needs of the entire Countyj NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF e THE CITY OF PORT ANGELES, WASHINGTON, as follows: Section 1. The City Council hereby adopts the Clallam County Comprehensive Solid Waste Plan Update. Section 2. Clallam County shall pursue alternatives to the recommendation that the Port Angeles Landfill become the sole landfill serving the entire County, particularly in the eventual- ity that subsequent analysis determines that the Port Angeles Landfill may not have the necessary capacity to address the needs of the entire County. Such review shall occur within two (2) -1- years or prior to the closure of the Lake Creek Landfill, which- ever is sooner. Section 3. The City Council hereby reserves the right e to rescind its adoption of the Clallam County Comprehensive Solid Waste Plan Update, if subsequent events, including State or Federal actions, result in adherence to the Comprehensive Plan becoming overly burdensome or impossible for the City of Port Angeles, as determined by the City Council.
