RESOLUTION NO. 7-92
A RESOLUTION of the City Council of the city of
Port Angeles amending the rules of the civil
Service commission.
WHEREAS, PAMC 2.22.041(B)(1) provides that the civil
Service Commission shall promulgate civil Service Rules necessary
to carry out and enforce the purpose of the civil Service Ordinance
and that such rules shall be subject to adoption by resolution of
the City council; and
WHEREAS, the civil Service commission has promulgated civil
Service Rules, which the City Council adopted by Resolution 24-89;
and
WHEREAS, the Civil Service commission has proposed amending
the civil Service Rules by adopting a rule of five for filling a
vacancy in the position of Police Chief and by authorizing the City
Manager and one department head to serve on the interview board for
filling such vacancy;
NOW, THEREFORE, BE IT RESOLVED by the city Council of the
City of Port Angeles as follows:
The rules of the Port Angeles civil Service commission are
hereby amended by revising sectio~s 6.03 Interview Board and 7.05
Certification to read as set forth in the attached Exhibit A.
PASSED by the city Council of the city of Port Angeles at
a regular meeting of said

6.03 Interview Board. A portion of each Civil Service examination
shall include a review of the applicants' qualifications before a
qualifications appraisal panel (interview board). The composition
of the interview board will be a representative from the Personnel
Office, a community representative, and a technical expert in the
occupation being tested in a supervisory position from another
public agency, outside the Port Angeles area.
The Chief Examiner shall select the three Interview Board
members for entry level examinations, subject to confirmation by
the city Council. For promotional examinations, the community
representati ve shall be selected from a list of several names
authorized by the Commission and approved by the City Council. The
community representative must have management/supervisory
experience involved with hiring, shall have no direct association
with the Police Department or Fire Department where a conflict of
interest may arise, and shall not be a former City of Port Angeles
employee.
Interviews for Police Chief shall be conducted by an interview
board of five persons. Selection of the technical representative
and community representative shall be bv the Chief Examiner and the
remaininq two shall be the City Manaqer and a Department Head of
his choice.

7.05 Certification.
1. Certification to fill a vacancy shall be made by the
Secretary from established registers. The eligible list through
the open examination process shall be used (excluding promotional
positions) unless the Department Head requests permission from the
Commission to fill the vacant position by lateral entry
examination.
2. Rule of Three: The top three names on the eligible list
shall be certified to the Department Head. Should any of the three
names subsequently be found invalid, removed from the list, or
disqualified in some manner, an additional name shall be certified
from the list to the Department Head so that three qualif ied
candidates are available to select from for his/her hiring
decision.
3. Rule of Five for Police Chief: The top five names on
the eliqible list shall be certified to the city Manaqer. Should
any of these names subsequently be found invalid. removed from the
list, or disqualified in some manner. an additional name shall be
certified.
