A RESOLUTION of the City of Port Angeles
establishing design standards for
public roads
-
WHEREAS, Chapter 35.78, RCW provides for design
standards; and
WHEREAS, the Port Angeles Comprehensive Plan
established that the Urban Arterial Board Standards should be
used for major, secondary and collector arterials and local
streets; and
WHEREAS, the purpose of the standards is to promote the
safety, health and welfare of the general public by requiring
that roads be adequately constructed and maintained; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ANGELES as follows:
Section 1. Definitions.
a.
PRINCIPAL ARTERIALS:
Principal arterials are those
arterials which provide for movement aGross and between
large sub-parts of an urban region and serve
predominately "through trips" with minimum direct
service to abutting land uses.
b. MINOR ARTERIALS: Minor arterials provide for movement
within the large sub-parts prescribed by principal

arterials. Minor arterials may also serve "through
traffic" but provide very much more direct service to
abutting land uses than Principal arterials.
c. COLLECTOR ARTERIALS: Collector arterials provide for
movement wi thin the smaller areas which are often
definable neighborhoods, and may be bound by higher
class arterials. Collectors serve very little "through
traffic IT but serve a high portion of local traffic
requiring direct access to abutting land uses.

ACCESS STREET; Street whose main function is to
provide access to adjacent properties.
INTERIOR STREET: Any access, collector i minor or
primary arterial street or streets that exists within
the confines of a subdivision.
f. ADJACENT STREET: Any access, collector, minor arterial
or principal arterial contiguous and adjacent to a
subdivision.

g. OFF-SITE STREET: Any access, collector, minor arterial
or principal arterial that is not within or adjacent to
the subdivision.
h. UNOPENED STREET: This term applies when right-of-way
currently exists but no roadway improvements have been
provided and travel within the right-of-way is
prohibited by the fact that no clearing or grading has
occurred.
UNIMPROVED STREET OR ROADWAY: The right-of-way has
been opened, the area is or could be traveled upon, but
the maximum limit of improvement would consist of a
gravel base roadway. This street most likely has not
been graded to an established grade but generally
follows the lay of the land. This street is not
maintained by the city unless opened by the City.
IMPROVED STREET: Is a street that has been improved to
full urban standard including curb and gutter,
drainage, paving, and sidewalk as set forth in this
resolution.

Section 2. Minimum Urban Development Design Standards.
The Urban Area Design Standards as included in the Local Agency
Guidelines prepared by the Washington State Department of
Transportation are hereby adopted as the City's street and
arterial minimum construction criteria. In general, the table
below is a summary of some of that data:

A minimum right-of-way width of 50 feet for an access street may
be permitted under certain circumstances, such as short cuI de
sacs, short loop roads and short roads that will not be extended
due to topographic or other reasons.
Section 3. General Minimum Requirements.
a. A developer is responsible for full improvements to
Urban Standards, including curb and gutter, drainage,
paving and pedestrian paths, as in Section 2 above,
within the boundaries of his development.
b. A developer is responsible for improving roadways
contiguous to the development boundaries to Urban
Standards on his side of the centerline plus 10 feet of
paving and a shoulder on the opposite side of the
centerline with provisions for drainage. (On an access
street, the developer would install curb and gutter and
drainage on his side of the centerline and paving of 27
feet [l7 ft. + 10 ft.] and a 3-foot shoulder with
roadway ditch on the opposite side of the centerline.)
c. Off-site roadways and streets shall be considered on a
case-by-case basis involving traffic volumes, local
conditions, topography, drainage and overall impacts.
d. Street and roadway construction shall be done in
accordance with City of Port Angeles roadway sections
and plans, "Standard Specif ications for Municipal
Public Works Construction", current Edition, published
by Washington State Chapter, American Public Works
Association, and ITState of Washington Standard

current Edition, published by Washington State Highway
Commission.
Section 4. Effective date. This Resolution shall take
effect as provided by law.
PASSED by the City Council of the City of Port Angeles
