HomeMy WebLinkAbout08-96 RESOLUTION NO. 8-96 A RESOLUTION of the City Council of the City of Port Angeles, Washington, regarding Forest Practices Board draft rule proposals. WHEREAS, the conservation measures proposed for the Northern Spotted Owl and Marbled Murrelet draft rule proposals are excessive, and the economic analysis of the consequences of these proposals is inadequate; and WHEREAS, the biological data does not offer clear evidence in support of the need for these proposals; and there already exists an adequate supply of federal parks and wilderness to support the recovery of these and other species; and WHEREAS, the special emphasis area recommended for the Western Olympic Region is far larger than any other proposed special emphasis area. The owl population numbers indicate no need for any special emphasis area in this region, and the biology does not clearly indicate the need for a special emphasis area in the region of Clallam and Western Jefferson Counties; and WHEREAS, these draft rule proposals will cause a negative financial impact to the respective trust beneficiaries; and WHEREAS, there are numerous legal questions being raised as to the Regulatory Reform Act and how the SEPA Rules were applied; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles as follows: 1. That the City of Port Angeles respectfully requests the Forest Practices Board defer action on the draft rule proposals until such time as the process outlined in Senate Concurrent Resolution 8435 is completed, until such time as the economic impacts per trust are fully calculated and justified by independent peer review, and until such time as the legal questions surrounding this whole process are resolved.
