RESOLUTION NO. 9-01
A RESOLUTION of the City Council of the City of Port Angeles,
Washington, in support of telecommunications competition.
WHEREAS, telecommunications is a vital element of our economy and is critical to the
rogressive delivery of services to our community; and
WHEREAS, increased competition for telecommunications services will improve both
he quantity and quality of telecommunications choices for our community, encourage the
eployment of advanced telecommunications services, and result in more competitive prices; and
WHEREAS, Qwest Communications, a major provider oftelecommunications services
n our state, has been prohibited from providing interlocal access and transport area (interLA T A)
ong-distance service since 1984; and
WHEREAS, competitors for local telephone servIce are present in the State of
ashington, but many of the consumer and economic benefits of greater competition are lagging
ther parts of the country, because Qwest has not formally demonstrated that it has opened its local
arket to competition nor does it have approval to fully compete in the long distance market;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Port
ngeles supports the entry of Qwest into the interlocal access and transport area long-distance
usiness, which we believe will better serve the public interest of our community and the State of
ashington by increasing not only the level of long-distance competition but also the amount of
ompetition for and investment in other telecommunications services, resulting in positive impacts

n our economy and our education, health care and transportation systems;
BE IT FURTHER RESOLVED that the City Council of the City of Port Angeles
trongly encourages Qwest to demonstrate that it has put in place the processes and procedures to
omply with the 14-point competitive checklist contained in Section 271 ofthe Telecommunications
ct of 1996 and required for entry into the interlocal access and transport area long-distance
usiness; and
BE IT FURTHER RESOLVED that the City Council of the City of Port Angeles
trongly encourages the Washington Utilities & Transportation Commission and the FCC to act
uickly and judiciously in examining and approving Qwest's compliance with said regulations.
PASSED by the City Council of the City of Port Angeles at a regular meeting of said
ouncil held on the 22nd day of May, 2001.
