HomeMy WebLinkAbout12-97 RESOLUTION NO. 12-97 A RESOLUTION of the City Council of the City of Port Angeles, Washington, expressing support for a ballot measure to increase the sales tax in order to expand the prisoner capacity of the County jail. WHEREAS, Clallam County Sheriff Joe Hawe has presented documentation of the public safety need for additional County jail space to house an increase in the current and predicted prisoner population; and WHEREAS, the Port Angeles Law Enforcement Advisory Board is supportive and in agreement with the necessity for additional county jail beds; and WHEREAS, pursuant to RCW 82.14.350 the Clallam County Board of Commissioners has caused to be submitted to the voters on the November 4, 1997 ballot, an authorizing proposition for a one-tenth of one percent sales tax to generate funds for the costs associated with adding additional jail beds to the County's correctional facility; and WHEREAS, the "Agreement for Prisoner Confinement Services" between the City of Port Angeles and Clallam County states that in exchange for the County housing the City's prisoners, "... the City agrees to pay the County a daily fee ... minus capital expenditures and expenditures paid by any state sales tax revenue or jail revenue, which revenue is dedicated to the operation of the County Correction Facility..."; and WHEREAS, at the October 7, 1997, Port Angeles City Council meeting, Clallam County Sheriff Joe Hawe made a presentation to the City Council and informed the Council that, "...any moneys received through the sales tax will offset your (City) daily rate jail costs..." so that the City would not "see any increase in costs." NOW, THEREFORE, the City Council of Port Angeles hereby expresses its support for the Clallam County Board of Commissioners and the Clallam County Sheriff in presenting to the voters on the November 4, 1997, ballot, a proposition to enact a one-tenth of one percent sales tax to be used for the purpose of providing funds for constructing and operating facilities necessary to house the current and projected increase in the prisoner population.
