RE: Acquisition of Computer Equipment ISSUE: Should the City revlse its exi'sting "sole source--resolution" ,for ac-qu-rsirioI?:of tJe,,?,lefi: -:-p'ackard, eq!J!pmen t? BACKGROUND: According to state law, the City is generally expected to bid equipment purchases which are in excess of $4,000. The 1987-88 budget provides far the acquisition of computer hardware and software for a Public Safety/Dispatching system. The hardware for this system would be in excess of $4,000. A previous "sole source" resolution was passed by the Council in March, 1986, to cover central computer peripherals, but not an additional computer. In the current situation, a tandem computer would be acquired to function with the existing Hewlett-Packard 3000 central computer. This computer would be located in the same computer room and physi- cally linked to the existing central computer, sharing peripherals such as tape drives, printers, disc drives, and power conditioner. Both units would use the same operating system software. Our exist- ing computer terminals would work with both. In case of eme!gency, either system could carryon minimal City computing functions and dispatching if the other system were out of service. ANALYSIS: No other brand of computer could fulfill all our require- ments. Due to the interconnections and backup functions necessary between our existing HP-3000 computer and a tandem computer, we pre- fer to stay with the same hardware brand - Hewlett-Packard. Therefore, an exception from the normal bidding procedure is requested. The earlier sole source resolution passed by Council did not specifically address tandem computers - only central system peripherals. ~ The attached revised resolution is offered for your consideration. ~~~KJ~ Lois P.W.
