HomeMy WebLinkAbout14-88 .' - - RESOLUTION NO. 1~-88 A RESOLUTION of the City Council of the city of Port Angeles establishing a procedure for notifying the public of upcoming hearings and Council meeting agendas. WHEREAS, Chapter 168, Laws of 1988, requires cities to establish a procedure to notify the public of upcoming hearings and of the preliminary agendas of forthcoming council meetings; and WHEREAS, formalizing the already established practice of the city of Port Angeles for notifying the public of upcoming hearings and Council meeting agendas will comply with the re- quirements of the new state law; NOW, THEREFORE, BE IT RESOLVED by the city Council of the City of Port Angeles as follows: Section 1. Notice of all public hearings to be conducted by the City Councilor any of its advisory boards and commissions shall be given either by publishing written notice at least once in the City's official newspaper at least ten days prior to the date of the hearing or by complying with any specific statutory requirements for such notice that may be applicable to the particular type of hearing involved. section 2. Written copies of preliminary agendas for all meetings of the City Council shall be made available to the local news media and any other persons who have requested copies of such agendas at least twenty-four hours prior to the time scheduled for such meetings. Additionally, copies of such agendas shall be available at City Hall for any person who may request one, and a copy shall be posted in a conspicuous location at City Hall. I1ht \ lr-- MAYOR MEMORANDUM July 1, 1988 TO: Mayor McPhee and City Council Members FROM: Administrative Services Department RE: City of Port Angeles Personnel Policy and Procedures Manual e ISSUE: Should the City Council adopt the attached Resolution, thereby establishing the City of Port Angeles personnel Policy and Procedures Manual? BACKGROUND/ANALYSIS: In 1969, the City of Port Angeles estab- lished certain personnel policies by adopting Resolution No. 11-69. Since that time, this Resolution has not been amended to bring the City's personnel policies into compliance with existing practices or lawful requirements. The Human Resources Division of the Administrative Services Department has developed the attached city of Port Angeles Per- sonnel Pol icy and Procedures Manual. This document sets forth comprehensive policies and procedures relative to personnel matters for the city of Port Angeles and is intended to replace Resolution No. 11-69. Upon adoption of the attached Resolution, this Personnel Policy and Procedures Manual will be distributed to supervisory per- sonnel as a reference document in implementing any personnel actions and to ensure City-wide consistency of such actions. This reference document will be available in each Department for all employees' review, as well. This Personnel Manual has been nearly a year in development, involving considerable input from representatives of the labor organizations, Department Heads and Division Managers, as well as City Council members. The process to arrive at this point has been long; however, this document is an important step in establishing consistent city-wide administration of personnel policies and procedures. RECOMMENDATION: It is recommended that the City Council adopt the attached Resolution establishing the City's Personnel policy and Procedures Manual and repealing Resolution No. 11-69. ~~~ Robert Coons ".
