OF PORT TOWNSEND, STATE OF WASHINGTON
IN THE MATTER OF:
Setting Toll for
Hood Canal Bridge
RESOLUTION NO. IS-J:? 1982
)
WHEREAS, on February 13, 1979, the Hood Canal Bridge was destroyed by
hurricane force winds and high tides, resulting in a major section of the
state highway system being cut off between the Olympic Peninsula and the re-
mainder of the state.
WHEREAS, federal funds and insurance monies are being used to pay for
the construction of the new Hood Canal Bridge which is scheduled for com-
pletion in October 1982,
WHEREAS, the destr~ction of the Hood Canal Bridge has had a severe
impact on the traffic flow to the Olympic Peninsula effecting substantial
damage to the economy of the Olympic Peninsula,
WHEREAS, a toll may not be assessed on the federal funds used to pay
for the Hood Canal Bridge, the State of Washington has entered into an
agreement with the Federal government to charge a toll to recover a total
of'$38,390,837, plus interest, for state insurance proceeds and unrecovered.

WHEREAS, the toll to be charged has yet to be established by the
~ Washington State Transportation Commission, and the setting of an ex-
cessive toll would continue to frustrate the transportation service to
the Olympic Peninsula.
NOW, THEREFORE, BE IT RESOLVED by the undersigned Public Officials
in consideration of the above Findings of Fact:

The undersigned Public Officials recommend and urge the State Trans-
portation Commissioners to set the toll for the Hood Canal Bridge,
assuming a toll is to be established, at a reasonable rate not to exceed
~ $1.50 per passenger vehicle; that such toll be used only for the purpose
of paying off the bridge indebtedness; and once the indebtedness is paid
in full the bridge shall become toll free.

Dear Mayor Duncan:
With the final completion of the Hood Canal Bridge just around the corner,
there seems to be more and more discussion about the establishment of a
toll for the bridge.
It is quite apparent that the loss of the Hood Canal Bridge has had a sig-
nificant impact on the travel to and from the North Olympic Peninsula, and
it is our concern that if an excessive toll is set for the bridge the nega-
tive impact would continue. Therefore, we felt it would be beneficial to
make a unified statement in attempting to convince the State Transportation
Commission that when a toll is established on the bridge that it be set at
a reasonable rate (not to exceed $1.50).
We have enclosed a resolution to be sent to the State Transportation Com-
mission which we hope will be supported and signed by the primary local
public officials on the North Olympic Peninsul'a region. We hope you will
participate.
