HomeMy WebLinkAbout16-61 .~ r. ~ RESOLUTION NO. /h-t/ e A RESOLUTION declaring the position of the City of Port Angeles relative to certain requirements of the Wash- ington State Pollution Control COmmission on certain industries operating within the boundaries of said City. WHEREAS, the Washington State pollution Control Comrois- sion has ordered the Port Angeles Divisions of Rayonier Incor- porated and Fibreboard paper Products Corporation to make ex- tensive installations and additions to their existing waste effluent disposal systems that now discharge into the Port Angeles harbor and the Straits of Juan de Fucai and WHEREAS, to abide by these orders would necessitate capital expenditures by these industries in excess of $10,500,000.00i and WHEREAS, these required installations will not be prof- itable and the interest and net operating losses therefrom will increase the cost of operations in this area to such an extent as to jeopardize the ability of these mills to compete in national and worldwide pulp and paper board markets; and WHEREAS, the combined payroll of these two mills amounts to approximately $4,250,000.00 annually, and that the property taxes from their combined interests in the County yield in ex- ~ cess of $340,000.00 annually in revenue to the County, school and municipal governments of the areai and further, that the loss of, or any reduction in, the continuity of operations of these industries will have a direct and detrimental effect on ,.I ,. the financial health of the City of Port Angeles and Clallam CountYi and WHEREAS, the requirements of the Washington State pollu- e tion Control Commission pertinent to these two industries under Permits T-400 (Fibreboard Paper Products Corporation), and T-402 (Rayonier Incorporated) are excessive and are not substantiated by available data as is evidenced by the follow- ing: A. That marine life abounds in the Port Angeles har- bor area, including the immediate vicinity of the effluent outfalls from these mills, and that the oxygen content of the water in said areas must therefore be at a safe and acceptable level and has not been adversely affected by the mills opera- tion. B. That the use of the waters of the Port Angeles harbor and the Straits of Juan de Fuca as effluent receiving waters from industries adjacent thereto is a legitimate and justified use of these waters according to the State of Wash- ington1s multiple use program for waters within its boundaries; now, therefore, BE IT RESOLVED~ therefore, that the City Council of e the City of Port Angeles does hereby declare its intention to petition the Washington State Pollution Control Commission for leave to intervene in the hearings on exceptions to conditions in Permit T-400 for Fibreboard paper Products Corporation and Permit T-402 for Rayonier Incorporated. -2- e e ,. ...-~ cr 19th day of October, 1961.
