A RESOLUTION of the City Council of the City of Port Angeles,
Washington, authorizing an increase in the regular property tax levy
and a decrease in the special property tax levy for a net property tax
reduction for 1998.
WHEREAS, the City of Port Angeles has given notice of the public hearing held
December 2, 1997 to consider the City's current expense budget for the 1998 calendar year,
including consideration of a possible increase in property tax revenues, pursuant to RCW 84.55.120;
and
WHEREAS, the City Council, after hearing and duly considering all relevant evidence
and testimony presented, has determined and hereby finds that there is a substantial need to increase
the regular property tax levy above the rate of inflation. The substantial need is based primarily on
the fact that in March, 1997, the Rayonier mill, the City's largest private employer and second
largest taxpayer, ceased operations, which resulted in significant sales and utility tax revenue losses
for the City's General Fund in 1997 with additional revenue losses projected in the $500,000 range;
and
WHEREAS, the City Council has determined that a six percent (6%) increase in the
regular property tax levy for the 1998 calendar year is in the best interest of City taxpayers and is
necessary to meet the expenses and obligations of the City's General Fund; and,
WHEREAS, the City Council has determined that it is in the best interest of City tax
payers to utilize excess bond interest revenue from the new library project financing as a means of
reducing the special property tax levy thirty-four percent (34%) for the 1998 calendar year; and,

WHEREAS, the net effect on property tax revenues from these modifications to the
regular and special levies will be a two and four-tenths percent (2.4%) decrease for the 1998
:alendar year;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Angeles that an increase in the regular property tax levy, in addition to any amount resulting from
the addition of new construction and improvements to property and any increase in the value of state
assessed property, is hereby authorized for the year 1998 levy in the amount of $170,110.00, which
is a percentage increase of six percent (6%) from the previous year; and
BE IT FURTHER RESOLVED that a decrease in the special property tax levy is hereby
authorized for the 1998 levy in the amount of $288,802.00, which is a percentage decrease of thirty.
four percent (34%) from the previous year.
This resolution has been approved by a majority plus one member of the City Council.
