A RESOLUTION of the City of Port Angeles,
Washington, providing for the submission
to the qualified electors of the City at
a special election to be held therein on
September 20, 1983, of a proposition as
to whether or not the City should provide
Medic I emergency medical services by
charging each utility customer $1.30 per
month, and declaring an emergency.
WHEREAS, in order ~o provide the people of the City of
Port Angeles with emergen~y medieal services and to further the
public health and welfare of said people, it is deemed necessary
and advisable that the City institute a Medic I program, and to
provide the money therefor that it charge utility customers $1.30
per month, subject to annual review and modification by the City
Council following a public hearing; and
WHEREAS, it is deemed advisable to submit the question
of whether such services and such utility charges be instituted
to the qualifed electors of the City for their input; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ANGELES, WASHINGTON, as follows:
Section 1. It is hereby found and declared that the
public health and welfare of the people of the City of Port
Angeles would be benefitted by providing Medic I emergency
medical services and that an appropriate method of providing the
money for such services is to charge each utility customer $1.30
per month.
Section 2. It is hereby found and declared that the
City Attorney has prepared the following ballot title, which is
appropriate for the purposes of the advisory ballot.

ADVISORY BALLOT ON MEDIC I PROGRAM
Are you in favor of the City of Port Angeles providing
Medic I emergency medical services by charging each
utility customer $1.30 per month, subject to annual
review and modification by the City Council following a
public hearing? Yes No
Section 3. The C1allam County Auditor as ex officio
supervisor of elections is hereby requested to call and conduct a
special election on September 20, 1983, and to submit to the
qualified electors of the City the proposition set forth in
Section 2 above. The polling places for each of the voting

precincts within the City and the officials to serve at each
polling place for this special election shall be as selected by
the Clallam County Auditor.
Section 4. The City Clerk is hereby authorized and
directed to certify to the Clallam County Auditor the advisory
ballot proposition as set forth in Section 2 above.
Section 5. For the reason that the statutes of the
State of Washington require that this Resolution become effective
and be certified to the Clallam County Auditor at least 45 days
prior to said election date, an emergency is hereby declared to
exist, and this Resolution is hereby declared to be in full force
and effect from and after its passage.
PASSED by the City Council of the City of Port Angeles,
Washington, at a regular meeting of said Council held this 2nd
day of August, 1983.
