MEMORANDUM
July 31, 1987
TO:
Manager Flodstrom, Mayor Whidden, Members of the City
Council
FROM: Administrative Services Department
RE: Resolution Establishing a Public Hearing for Amendment to
PBIA
ISSUE: Should the Council set a public hearing for the purposes
of discussing a proposed amendment to the Parking & Business
Improvement Area Ordinance?
BACKGROUND: When the City initially established the Downtown
Parking & Business Improvement Area, an agreement was made with
the Downtown Association to include a one-time $100 special
assessment for new businesses locating within the PBIA, although
Ordinance 2351, establishing the PBIA, had not included such a
charge. In order to assess the fee agreed upon between the
Downtown Association and the City, the PBIA Ordinance needs to be
amended. State statute requires the Council to adopt a Resolu-
tion of Intention to amend the PBIA Ordinance and schedule a
public hearing prior to final adoption.
RECOMMENDATION: We recommend the Council pass the attached
Resolution establishing a public hearing for the purposes of
considering amendment to the PBIA Ordinance.
