HomeMy WebLinkAbout18-87 RESOLUTION NO. f 1> - ~ "1 A RESOLUTION of the eity of Port Angeles providing for informal bidding procedures for purchases of materials and supplies with a cost of between $7,500 and $15,000. e BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES as follows: Section 1. Whenever the reasonably anticipated pur- chase price of supplies, material and equipment or services, other than professional services, except for public works or improvements, is more than $7,500 but less than $15,000, adver- tisement and competitive bidding for their purchase may be dispensed with if the procedures of this Resolution are followed. Section 2. The Department Head who desires to use the procedures of this Resolution shall do the following: A. Obtain three (3) written or telephone quotes from vendors of the supplies, etc., to be purchased. B. Transmit the quotes obtained to the City Manager, accompanied by a recommendation for award of the contract for purchase to one of the vendors, who shall be the lowest respons- ible bidder. e. If less than three (3) quotes are obtainable due to factors beyond the control of the Department Head, he shall accompany his recommendation with an explanation of the reasons for the lower number of quotes. e Section 3. The City Manager shall review the quotes and the recommendation of the Department Head and shall award the contract for purchase to the lowest responsible bidder. Section 4. After award of the bid, the bid quotations shall be recorded with the City Clerk, shall be open to public inspection, and shall be available by telephone inquiry to the Department Head making the request for purchase. -1- Section 5. Anderson, City Cler eity Attorney e -2- ~, . ,e MEMORANDUM July 31, 1987 TO: Manager Flodstrom, Mayor Whidden, Members of the City Council FROM: Administrative Services Department RE: Resolution Establishing a Public Hearing for Amendment to PBIA ISSUE: Should the Council set a public hearing for the purposes of discussing a proposed amendment to the Parking & Business Improvement Area Ordinance? BACKGROUND: When the City initially established the Downtown Parking & Business Improvement Area, an agreement was made with the Downtown Association to include a one-time $100 special assessment for new businesses locating within the PBIA, although Ordinance 2351, establishing the PBIA, had not included such a charge. In order to assess the fee agreed upon between the Downtown Association and the City, the PBIA Ordinance needs to be amended. State statute requires the Council to adopt a Resolu- tion of Intention to amend the PBIA Ordinance and schedule a public hearing prior to final adoption. RECOMMENDATION: We recommend the Council pass the attached Resolution establishing a public hearing for the purposes of considering amendment to the PBIA Ordinance.
