HomeMy WebLinkAbout18-95 RESOLUTION NO. 18-95 A RESOLUTION of the City Council of the City of Port Angeles, Washington authorizing receipt of a Community Development Block Grant on behalf of Serenity House of Clallam County for development of transitional family housing for homeless families with children. WHEREAS, the City of Port Angeles has been awarded a y Development Block Grant by the State of Washingaton for pment of transitional housing for homeless families with ; and WHEREAS, it is necessary that certain conditions be met as of the grant application requirements; and WHEREAS, the City of Port Angeles is willing to comply with Lll applicable federal and state regulations in the event that this is selected for funding; NOW, THEREFORE, BE IT RESOLVED by the City Council of the of Port Angeles, Washington as follows: ~ That on behalf of Serenity House of Clallam , the City of Port Angeles hereby authorizes receipt of Community Development Block Grant (CDBG) Housing Enhancement Funds in the amount of $183,400.00 from the State Department of y, Trade and Economic Development to help develop the teen Family Village Project designed to provide sixteen (16) of transitional family housing for homeless families with ~ That in receiving these funds the City of Angeles agrees to comply with federal and state regulations, including environmental review, that are applicable to this CDBG ~ The City of Port Angeles has provided with reasonable advance notice of, and the opportunity to on, the proposed housing and community development and the estimated cost of the project in relation to the -1- activities planned to benefit low- and moderate-income persons. If any substantial changes are made in the use of the CDBG funds, the City will provide citizens with additional opportunities to comment. ~. The City of Port Angeles will establish a plan to minimize displacement as a result of activities assisted with CDBG funds and to assist persons actually displaced as a result of such activities. ~9~. The City of Port Angeles will conduct and administer its CDBG-funded program in conformance with Title VI of the Civil Rights Act of 1964 and Title VIII of the Civil Rights Act of 1968. ~~/~. The City of Port Angeles has adopted or will adopt and enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent demonstrations, in accordance with Section 519 of Public Law 101-144 (November, 1989), and has adopted or will adopt and implement a policy of enforcing applicable state or local laws against physically barring entrance to or exit from a facility or location which is the subject of such nonviolent civil rights demonstrations within its jurisdiction. ~. The City of Port Angeles will not use assessments against properties owned and occupied by low- and moderate-income persons or charge user fees to recover the capital costs of CDBG-funded public improvements from low- and moderate- income owner-occupants. ~k~I~. The City Council hereby adopts and approves the attached City of Port Angeles Citizen Participation/Community Development and Housing Plan. ~9~2~D/~. The City Council hereby designates Jeffrey A.
