A RESOLUTION of the Council of the City of Port
Ange les, l'lashinqton, declaring the in ten tion
of the City Council to improve a certain area
within the City by the construction and install-
ation of storm drainage facilities therein, the
grading, ballasting and paving of certain streets.
therein, the construction of curbs and gutters
where necessary, and by doing all work necessary
in connection therewith, and fixing a time, date
and place for the hearing on this resolution of
intention.
BE IT RESOLVED BY THE CITY COUNCIL OF' THE CITY OF
PORT ANGELES, WASHINGTON, as follows:
Section 1. That it is the intention of the City Council
of the City of Port Angeles, Washington, tQ order the improvement of
the area within the City bounded as set forth in Exhibit A, attached
hereto and incorporated by reference herein, by the construction
and installation of storm drainage facilities and all necessary
appurtenances thereto to service South Ennis Street het\veen Lauridsen
Boulevard and 5th Street, South Ennis Street between 5th Street and
a point 160 feet North thereof, 7th Street between South Ennis Street
and a point 600 feet West thereof, 5th Street between South Alder
Street and South Liberty Street and South Alder Street from its
intersection with South Ennis Street to a point 160 feet North of
the intersection of 5th Street and South Alder Street; by grading,
paving with asphaltic concrete and constructing cement concrete curb
and gutters on the following streets to the widths indicated: South
Ennis Street between Lauridsen Boulevard and 5th Street to 40 feet,
South Ennis Street behleen 5th Street and a point 160 feet North

thereof to 40 feet, 7th Street between South Ennis Street and a point
600 feet l'lest thereof to 34 feet, 5th Street bet\"een South Alder Street
and South Liberty Street to 40 feet and South Alder Street from its
intersection \-Jith South En'nis Street to a point 435 feet South of the
interGcction of South Alder Street and 5th Street to 34 feet.

Section 2.
The nature of the above-described improve-
ments is such that the special benefits conferred on 'the property
within the above-described boundaries are not fairly reflected by
use of the zone and termini method of computing assessments and,
therefore, it is the intention of the City Council that such
~ assessments shall be made in accordance with the special benefits
derived, without regard to the zone and termini method.
Section 3.
The City's engineers are hereby directed
to submit to the Council at or prior to the date fixed for the
hearing on this resolution a statement of the estimated cost and
expense of such improvements, the portion of such cost to be borne
by the property within the proposed improvement district, the local
improvement district assessments outstanding and unpaid against the
property therein, and the aggregate actual valuation last placed
upon it for the purposes of general taxation, together with a
diagr'am or print showing thereon the lots, tracts, parcels of land
and other property which will be specially benefited by said improve-
ments, and the estimated amount of the cost and expense thereof to
be borne by each lot, tract or parcel of land or other property within
the proposed improvement district.
Section 4.
All persons who may desire to object to the
formation of such improvement district are hereby notified to appear
and present such objections at a meeting of the City Council to be
held in the
Council Chambers, City Hall

I at 8:00 p.l>!. on June 2, 1970, at which time and place are hereby
fixed for hearing of matters relating to said proposed improvements
and all objections thereto, and for determining the method of payinq
for said improvements.

prepare and give notice of such hearing in the manner required
by la\".
