HomeMy WebLinkAbout19-88 RESOLUTION NO. 19-88 e A RESOLUTION of the city council of the City of Port Angeles amending the Council's Rules of Procedure to set forth the procedure for notifying the public of upcoming hearings and Council meeting agendas. WHEREAS, Chapter 168, Laws of 1988, requires cities to establish a procedure to notify the public of upcoming hearings and of the preliminary agendas of forthcoming Council meetings; and WHEREAS, the City Council in Resolution No. 14-88 complied with said statute and formalized the city's already established practice for notifying the public of upcoming hearings and Council meeting agendas; and, WHEREAS, it is necessary and desirable to incorporate the procedure for notifying the public of upcoming hearings and Council meeting agendas into the city Council's Rules of Procedure; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON, as follows: section 1. The Council Rules of Procedure, as adopted by Resolution No. 13-86, as amended, are hereby amended by adding a section to read as follows: Notice of Public Hearings. Notice of all public e hearings to be conducted by the City Council shall be given either by publishing written notice at least once in the City's official newspaper prior to the date of the hearing or by complying with any specific statutory requirements for such notice that may be applicable to the particular type of hearing involved. Section 2. section 7 of the Council Rules of Procedure, as adopted by Resolution No. 13-86, as amended, is hereby amended to read as follows: -1- e section 7 - Agenda. The city Manager shall prepare the agenda of business for all regular Council meetings. Any Council member, department head, or citizen desiring to place a matter on the agenda shall notify the City Manager by twelve o'clock noon on the Wednesday preceding the Council meeting. Every agenda item must be supported by a written explanation inform- ing the Council and staff of the issue, background and/or analysis, and recommendation and/or conclusion, unless the item is self-explanatory. All written materials for the agenda shall be delivered to the city Manager by twelve o'clock noon on the Friday preceding the Council meeting. Except for announcements, late items that the City Manager does not receive by the stated deadlines shall not be considered by the Council except upon a majority vote of the members present. Written copies of preliminary aqendas for all meetings of the City Council shall be made available to the local news media and any other persons who have requested copies of such aqendas at least 24 hours prior to the time scheduled for such meetinqs. Addi- tionallY. copies of such aqendas shall be available at ci ty Hall for any person who mav request one. and a COpy shall be posted in a conspicuous location at city Hall. section 3. section 1 of Resolution No. 14-88 is hereby amended to read as follows: section 1.
