HomeMy WebLinkAbout19-95 RESOLUTION NO. 19-95 A RESOLUTION of the City Council of the City of Port Angeles, Washington, amending the rules of the Civil Service Commission related to the composition of the Interview Board and the rule of three. WHEREAS, PAMC 2.22.041(B) (1) provides that the Civil Service Commission shall promulgate Civil Service rules necessary to carry out and enforce the purpose of the Civil Service Ordinance and that such rules shall be subject to adoption by resolution of the City Council; and WHEREAS, the Civil Service Commission has promulgated Civil Service rules, which the City Council adopted by Resolution 24-89 and has subsequently amended by other resolutions; and WHEREAS, the Civil Service Commission has proposed amending the Civil Service ordinance and rules for entry level exams by increasing the rule of three (3) to a rule of five (5) and changing the composition of the Interview Board; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles as follows: 1. The rules of the Port Angeles Civil Service Commission are hereby amended by revising Sections 6.03 Interview Board, 6.09 Pre-Employment Testinq, and 7.05 Certification to read as set forth in the attached Exhibit A. PASSED by the City Council of the City of Port Angeles at a regular meeting of said Council held on the 5th day of September, 1995. ATTEST: ~arOl A. Hagar, D~uty APPROVED AS TO FORM: R~. 15 6.03 Interview BoaFd. The Interview Board shall be composed , of three (3) persons. One member shall be the Chief Examiner or his/her designee. The Chief Examiner shall appoint the other two members. One me,her shall be a lay person who shall be a citizen of Port Angeles. One member shall be a uniformed professional with experience and expertise with respect to the particular position for which the interviews are being conducted; PROVIDED that for promotional exam~ such uniformed professional member shall not be an employee of the City of Port Angeles: for entry levgl examinations, the uniformed professional shall be a management position within the respective department. Section 6.09 Pre-Employment Testing. Candidates certified from the eligible list shall be subject to pre-employment testing, including medical, psychological examination, background investigation, reference checks, and polygraph, if necessary; provided, however, polygraph examination shall be administered only for entry-level applicants. In the event the candidate fails one or more of the pre-employment examinations, the Chief Examiner may recommend to the Commission to have the individual removed from the eligible list with notice to the candidate s=ating the reason for such removal. In this event, an additional name will be certified to the Department Head for consideration so that the Department Head has tq%~ee five qualified candidates in which to consider for his/her hiring decision. EXHIBIT "A" 7.05 Certification 1. Certification to fill a vacancy shall be made by the Secretary from established~registers. The eligible list through the open examination process shall be used (excluding promotional positions) unless the Department Head requests permission from the Commission to fill the vacant position by lateral entry examination. 2. Rule of Three/Five: The top three names scores on the eligible list for entry level positions and the top five scores on the eliqible list for promotional positions shall be certified to the Department Head. Should any of the ~ ...... c- ~-~ -~ candidates be found invalid, removed from the list, or disqualified in some manner, an additional name shall be certified from the list to the Department Head so that three qualified candidates for entry level positions and five qualified candidates for promotional oositions are available to seiec5 from for his/her hirlng decision.
