HomeMy WebLinkAbout19-99 RESOLUTION NO. 19-99 A RESOLUTION of the City Council of the City of Port Angeles, Washington, amending the rules of the Civil Service Commission relating to the composition of the Interview Boards and classified positions in Civil Service. WHEREAS, PAMC 2.22.041(B) (1) provides that the Civil Service Commission shall promulgate Civil Service rules necessary to carry out and enforce the purpose of the Civil Service Ordinance and that such rules shall be subject to adoption by resolution of the City Council; and WHEREAS, the Civil Service Commission has promulgated Civil Service rules, which the City Council adopted by Resolution 24-89 and has subsequently amended by other resolutions; and WHEREAS, the Civil Service Commission has proposed amending the Civil Service rules for entry-level and promotional exams by changing the composition of the Interview Boards and updating the list of classified positions covered by Civil Service; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles as follows: Section 1: The rules of the Port Angeles Civil Service Commission are hereby amended by revising Section 6.03 Interview Board and Section 3.13. Classified Positions in the Civil Service System, to read as set forth in the attached Exhibits "A" and "B". The Chief Examiner vAll administer the cx8:ffiination process but -;All not be a rater in the intervievis. Entry-level examinations shall have an interview board composed of three persons. One member shall be the Chief Examiner or his designee. The Chief Examiner shall appoint the other two members who shall be from the respective operating department. One shall be a management representative (excluding the chief of the department) and the other shall be a supervisory representative 'Within the department or a department member 'With ten years or more service in the same position being tested. For promotional examinations in the Police and Fire Departments. the interview board shall be three uniformed professional personnel in a supervisory capacity from outside the local area. The Chief Examiner 'Will administer the examination process but 'Will not be a rater in the interviews. Interviews for Police Chief shall be conducted by an interview board of five persons. Selection of the technical representative and community representative shall be by the Chief Examiner and the remaining two shall be the City Manager and a Department Head. Exhibit "B" 2.13 "Classified Position" means a position subject to the Civil Service system including regular, full-time budgeted positions of the Port Angeles Police Department or Fire Department in the following classifications, or as amended from time-to-time: Police Department Fire Department Police Chief Police Officer Police Sergeant Police Captain Deputy Police Chief Communications Officer Animal Control Officer Parking Enforcement Officer Communications Supervisor Records Supervisor Records Specialist Warrant Entry Clerk Police Corporal Administrative Assistant Support Services Technician Assistant Fire Chief Fire Marshal FirefighterlEMT Firefighter/Paramedic Fire Captain Medical Officer Training/Safety Officer Administrative Assistant _...~.. . ._._-_._---......--.-~_.-......_..
