IMPROVEMENT RESOLUTION NO. d CJ 4
A RESOLUTION of the Council of the City of Port Angeles,
Washington, declaring the intention of the City COlmcil
to improve a certain area within the City by grading,
paving and draining the streets therein and installing
curbs and gutters, and installing sanitary sewers ,and
by doing all work necessary in connection therewith, and
fixing a time, date and place for the hearing on this
resolution of intention.
BE IT RESOLVED by the City Council of the City of Port Angeles,
Washington, as follows:
Section 1.
That it is the intention of the City Council of the City
of Port Angeles, Washington, to order the irrprovement of the area described in
Exhibit A, attached hereto, and incorporated by reference herein, by grading,
d raining and paving the streets therein and installing curbs and gutters, and
installing sanitary sewers, and doing all other work necessary in connection with
the improvements described in this resolution.
Section 2. The area described in Exhibit A shall be improved by
grading, paving and draining the streets described in Exhibit B, attached hereto
and incorporated herein, and by doing all work necessary in connection therewith,
including the installation of curbs and gutters, storm sewers, sanitary sewers,
water lines and alleys.
Section 3. The City's engineers are hereby directed to submit to the
Council at or prior to the date fixed for the hearing on this resolution a state-
ment of the estimated cost and expense of such improvements, the portion of such
cost to be borne by the property within the proposed improvement district, the
local improvement district assessments outstanding and -unpaid against the property

herein, and the aggregate actual valuation of ' the real estate, including 25% of
the actual valuation of the improvements in the proposed districts according to the
~ e valuation last placed upon it 'for the purposes of general taxation, together with
a diagram or print showing thereon the lots, tracts, parcels of land and other
property which will be specially benefited by said improvements ,and the estimted
armunt of the cost and expense thereof to be borne by each lot, tract or parcel
Section 4. All persons who my desire to object to the formtion of
such improvement district are hereby notified to appear and present such objections
at a meeting of the City Council to be held in the
Council Chambers

, 1979, the second council meeting in July, which

tirre and place are hereby fixed for hearing ,of matters relating to said proposed
improvements and all objections thereto, and for determining the method of paying

The City Clerk and Engineer are hereby directed to prepare and give notice
of such hearing in the manner required by law.
PASSED by the Council of the City of Port Angeles, Washington, at a
regular rreeting of said Council this 19th day of June

Proposed LID-14th & ilK" Streets area

Attached to this memo is the resolution establishing the LID in the 14th
and "K" Streets area. On November 28, 1978, the Public Works Department held
an informal public meeting with property owners in the 14th and ilK" Streets
area who had presented a petition requesting an LID. The outcome of that
meeting was favorable, so Public Works approached the City Council for author-
ity to proceed with plans and estimates on December 19, 1978.
Estimates for the improvement were determined and a second informal meeting
with area property owners was held on May 18, 1979. At that meeting, they had
an opportunity to look at the proposed project and its costs.
Minor changes in the project were suggested, and again the response to
proceed with the project was favorable.
At this time, the Public Works Department has established the boundaries
and scope of the LID as presented in Exhibits "A" and "B", attached to the
resolution.
It is requested the date for the public hearing be set for the second
council meetin~ in July. This will give sufficient time to publish the
resolution and mail preliminary notices to the property owners.
