GREG BOOTH, POWER MANAGER.t:fi;, RESIDENTIAL WEATHERIZATION PROGRAM AMENDATORY AGREEMENT. SUBJECT: BACKGROUND/ANALYSIS . Attached is a copy of the Residential Weatherization Pilot Program Agreement Amendment No. 1 as proposed by B.P.A. This Amendment is the result of negotiations between the Pilot Program utilities and B.P.A. The Amendment contains several important features, including: l. Increased reimbursement amounts. Administrative reimbursements from B.P.A. will nearly double as a result. 2. The $300,000 loan ceiling is removed. The amount of loan money will be subject to B.P.A. budgetary limitations, but there will be no fixed ceiling. B.P.A. does not anticipate any problem with budgetary limitations. The term of this amendment is the same as the original contract. When that contract expires (in 1982) B.P.A. will offer us a 1ong- term contract which will be available for all Pacific Northwest Public Utilities. RECOMMENDATION Staff recommends that Council authorize the signing of the amendment. If the amendment is returned with our June 5th Operations Report to B.P.A., we will be reimbursed for May's expenses at the higher rates. Prepared by: Greg Booth, Power Manager.
