RESOLUTION NO.':;~ tS
WHEREAS, the first consideration of planning any subdivision or
development should be the manner in which the sanitary sewer and storm
sewer water is to be drained; and
WHEREAS, all water systems should be installed to uniform speci-
fications sufficient enough to provide adequate fire protection and
with all mains and construction done on dedicated property; and
WHEREAS, all roadways should be built according to properly en-
.' gineered grades and to City specifications when first constructed so as
to avoid later problems involved with changing the grade of streets in
relation to homes,' drive ways, etc.; and
WHEREAS, our agreement with Clallam County Public Utility District
does not allow the extension of electrical service outside the City and
provides that when we annex an area, we must purchase the entire Public
Utility District system before we can service the area; and
WHEREAS, if we annex an area previously serviced by Clallam County
Public Utility District, we must construct another system to service this
area because our voltages, conductors and insulators are designed for a
different system; and
WHEREAS, the original plat of any subdivision should conform to an
overall plan and provide proper easements and dedications for sanitary
I sewer, storm sewer, street lighting, electric power services, telephone
services, traveled roadways, water mains, and other utilities necessary
for the proper construction of an area in the front of homes, as well as
the rear, and to the full width as is deemed necessary; and
WHEREAS, we feel that the building co~e, fire code, housing code,
zoning code, as well as other codes and ordinances of the City are for
mutual benefit of all citizens; and
WHEREAS, in 1965 thirty percent of all library users were from out-
i side the City ang, therefore, we assume the same demand is true for the
swimming pool, recreational facilities, parks, police, streets, etc, and

since people outside the City do not pay a full share of these costs;
! and
WHEREAS, the installation of utilities and construction of subdivi-
sian and developments are expensive and should be done properly at first
so that they do not have to be redesigned or reconstructed at a later
, date; and
WHEREAS, we believe that adequate planning on an area wide basis,
as well as a project basis, is necessary and good for the benefit of
present developers, as well as future owners; now therefore
BE IT RESOLVED that the general policy of the City of Port Angeles
is that utility services will not be extended outside of the City Limits;
and
BE IT FURTHER RESOLVED that the City of Port Angeles has an obligation

to allow areas outside the City of Port Angeles to annex to the City of
Port Angeles if they are willing to abide by our policies, ordinances and
1 customs; and

BE IT FURTHER RESOLVED that water and sewer services will be extended!

to newly annexed areas if the property owners benefitted are willing to I
pay for the cost of such extensions, then deed the property to the City
and do all construction in accordance with the City's specifications; and
BE IT FURTHER RESOLVED that police, fire, sanitation, electrical and
other City services will be extended to any newly annexed area as soon as
practical after such area is legally annexed to the City of Port Angeles.
