HomeMy WebLinkAbout24-77 e e RESOLUTION NO. :11-11 A RESOLUTION of the City Council of the city of Port Angeles respectfully requesting Congress to amend the Clean Water Act of 1972 (P.L. 92-500). WHEREAS, P.L. 92-500 now requires all agencies subject to the law and all areas of the United States to comply with the same set of standards, and WHEREAS, all treatment facilities do not discharge the same type of effluent and all receiving waters are not identical, and WHEREAS, any treatment required should be cost-effective in terms of the capital and energy required as opposed to the gain in environmental quality, and WHEREAS, Port Angeles had CH2M Hill, a nationally- recognized consulting engineering firm, conduct a 2 year study at a cost of $200,000 which showed conclusively that upgrading our primary treatment plant to a secondary treatment plant would make such a small change in the receiving waters that it would be extremely difficult to detect, even with instruments of high precision. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES, that Congress be petitioned to amend P.L. 92-500 to state that upgrading of facilities will be required only where it will result in a significant improvement to the quality of the receiving waters. c2uJL2-,p 7t~~ Mayor \ ....... -~.....--._...........~-- j..... .. .;-. ,"':................ ~..~...
