HomeMy WebLinkAbout24-94 RESOLUTION NO. 24-94 A RESOLUTION of the City Council of the City of port Angeles, Washington, authorizing receipt of a Community Development Block Grant on behalf of Healthy Families of Clallam County for development of transitional housing and emergency shelter for low-income single adult or teen mothers with children. WHEREAS, the City of Port Angeles has been awarded a Community Development Block Grant from the State of Washington to rehabilitate transitional housing for low income single adult or teen mothers with children; and WHEREAS, it is necessary that certain conditions be met as part of the grant application requirements; and WHEREAS, the City of Port Angeles is willing to comply with all applicable federal and state regulations in the event that this application is selected for funding; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles, Washington as follows: ~ That on behalf of Healthy Families of Clallam County, the City of Port Angeles hereby authorizes receipt of Community Development Block Grant (CDBG) Housing Enhancement Funds in the amount of $20,000.00 from the State Department of Community, Trade and Economic Development to help rehabilitate the Rose Crumb Transition House designed to provide five units of transitional housing and one unit of emergency shelter to very low income single adult or teen mothers with children who are leaving violent or abusive homes. ~ That in receiving these funds the City of Port Angeles agrees to comply with federal and state regulations, including environmental review, that are applicable to this CDBG grant. ~_~ The City of Port Angeles has provided citizens with reasonable advance notice of, and the opportunity to -1- comment on, the proposed housing and community develOpment activities and the estimated cost of the project in relation to the activities planned to benefit low- and moderate-income persons. If any substantial changes are made in the use of the CDBG funds, the City will provide citizens with additional opportunities to comment. ~. The City of Port Angeles will establish a plan to minimize displacement as a result of activities assisted with CDBG funds and to assist persons actually displaced as a result of such activities. ~_Q~_~. The City of Port Angeles will conduct and administer its CDBG-funded program in conformance with Title VI of the Civil Rights Act of 1964 and Title VIII of the civil Rights Act of 1968. ~. The City of Port Angeles has adopted or will adopt and enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent demonstrations, in accordance with Section 519 of Public Law 101-144 (November, 1989), and has adopted or will adopt and implement a policy of enforcing applicable state or local laws against physically barring entrance to or exit from a facility or location which is the subject of such nonviolent civil rights demonstrations within its jurisdiction. ~D~t~D~. The City of Port Angeles will not use assessments against properties owned and occupied by low- and moderate-income persons or charge user fees to recover the capital costs of CDBG-funded public improvements from low- and moderate- income owner-occupants. $~t~_~. The City Council hereby adopts and approves the attached City of Port Angeles Citizen Participation/Community Development and Housing Plan. ~. The City Council hereby designates Jeffrey A. Pomeranz as the Authorized Chief Administrative Official and authorized representative to act in all matters in connection with -2- the CDBG grant application and the City of Port Angeles' participation in the Washington State CDBG Program.
