A RESOLUTION of the city Council of the City of
Port Angeles, Washington, authorizing actions
and funds necessary to support Japanese
Friendship Day II and related activities.
WHEREAS, the City of Port Angeles has a sister city
relationship with Mutsu City, Japan; and
WHEREAS, Port Angeles and Mutsu City have shared cultural
friendship missions during the past four years; and
WHEREAS, a friendship mission from Mutsu City will be in
Port Angeles from August 4-9, 1993, and will be engaging in
cultural exchange and economic development activities that will
culminate in the celebration of Japanese Friendship Day II on
August 8, 1993; and
WHEREAS, it is necessary and appropriate that services and
funds of the City of Port Angeles be provided to facilitate this
cultural/economic development opportunity for the citizens of Port
Angeles; and
WHEREAS, such services and funds include the following:
1. Providing the Vern Burton Memorial Community Center for
Japanese Friendship Day II;
2. Providing food storage and authorizing customs
clearance for Japanese goods from Mutsu City to be used during the
celebration of Japanese Friendship Day II;
3. Providing transportation and limited expenses for
visiting tourist attractions on the North Olympic Peninsula; and
4. Distributing information for the purpose of attracting
visitors and encouraging tourist expansion; and
WHEREAS, RCW 35A.11.020 authorizes code cities to render
local social, cultural, recreational, educational, governmental,
and corporate services; RCW 35.21.703 provides that it is in the
public purpose for all cities to engage in economic development
programs; and RCW 67.28.210 and PAMC 3.48.050 authorize using
hotel/motel tax funds to pay for advertising, publicizing, or

othe~ise distributing info~ation for the purpose of attracting
visitors and encouraging tourist expansion;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Port Angeles as follows:
Section 1. It is hereby declared that the Japanese
friendship visit and Japanese Friendship Day II are invaluable
opportunities for cultural exchange and economic develop-
ment/tourism expansion and are therefore worthy of City se~ices
and financial support, and, accordingly, such services, funds and
related actions are hereby authorized and directed.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 20th day of July,
1993.
