HomeMy WebLinkAbout37-92 RESOLUTION NO. 37-92 A RESOLUTION of the City of Port Angeles calling for assistance from the Bonneville Power Administration to keep local industry competitive and economically viable. WHEREAS, the pulp and paper mills owned and operated by Daishowa America Co. Ltd. and ITT Rayonier, Inc. are major employers and taxpayers in Port Angeles; and WHEREAS, the economic well-being of Port Angeles is dependent on the continued competitiveness and economic viability of both mills; and WHEREAS, currently the cost of raw materials is the highest it has been in years and the market for the products produced by the mills is depressed; and WHEREAS, the cost of power is a major component in the overall operating expenses of both mills; and WHEREAS, the projected rate increase being proposed by the Bonneville Power Admininistration (BPA) will result in Port Angeles City Light increasing its retail electrical rates to the mills; and WHEREAS, an increase in electrical rates will significantly impact the cost of producing pulp and paper products and make the mills less competitive on international markets; and WHEREAS, the Direct Service Industries served by BPA have, for several years, been given a special rate for electrical power which takes into account the world market prices of the industries' products; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles that the Bonneville Power Administration is hereby requested to take whatever steps are necessary to keep electrical rates as low as possible and limit any rate increase to less than 10% for all of its customers or, failing that, that BPA establish a special industrial program whereby industries served by local utilities, such as Port Angeles City Light, receive electrical power through their local utility at a lower rate comparable to that enjoyed by the DSIs. PASSED by the City Council of the City of Port Angeles at a regular meeting of said Council held on the 6th day of October, 1992.
