A RESOLUTION of the city Council of the City of
Port Angeles, Washington, requesting the Board
of Clallam County Commissioners to implement the
local option sales tax for criminal justice
funding.
WHEREAS, in Resolution No. 49-92, the Port Angeles City
Council supported legislation giving cities additional local option
funding sources for criminal justice programs; and
WHEREAS, in Chapter 21, Washington Laws, 1993 1st Sp.
Sess., the state legislature authorized county governments to
impose a sales and use tax at the rate of one-tenth of one percent
for criminal justice purposes without supplanting current funding;
and
WHEREAS, the local option sales tax revenue is to be
distributed to the county and cities within the county based on
population; and
WHEREAS, the projected annual share of the local option
sales tax revenue for criminal justice purposes that would be
distributed to the City of Port Angeles is approximately $165,000;
and
WHEREAS, the City Council recognizes that the law enforce-
ment agencies of Clallam County and the City of Port Angeles have
an excellent working relationship in pursuing criminal justice
goals; and
WHEREAS, the City Council further recognizes that the
reciprocal nature of law enforcement activities in Clallam County
and the City of Port Angeles should be encouraged; and
WHEREAS, in Chapter 21, Washington Laws, 1993, 1st Sp.
Sess., the state legislature also mandated that every county
legislative authority establish a local law and justice council,
which the Board of Clallam County Commissioners has done, for the
purpose of developing a local law and justice plan for the county;
NOW, THEREFORE, BE IT RESOLVED by the city Council that the

City of Port Angeles hereby requests the Board of Clallam County
Commissioners to impose the local option sales and use tax for
criminal justice purposes at the authorized rate of one-tenth of
one percent; and
BE IT FURTHER RESOLVED that the City Council hereby commits
to not obligating any of the City's share of such criminal justice
~unds during 1994 until the Clallam County Law and Justice Council
las developed a law and justice plan for Clallam County and the
Board of County Commissioners has approved the plan.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 7th day of December,
1993.
