"~ 4 . # . cI ,"- INTERLOCAL COOPERATION AGREEMENT THIS AGREEMENT is entered into this day of September, 1978, by and between ,JEFFERSON COUNTY, WASHINGTON; THE CITY OF PORT TOWNSEND, WASHINGTON; CU\LLA~I COUNTY, \'IASHINGTON; and THE CITY Q}' PORT ANGELES, WASHINGTON. WHEREAS, the Department of Housing and Urban Development (HUD) has available funds faT use in rehabilitation of moderate and low income housing; and WHEREAS, the application for such funds can be made jointly by cooperating counties and/or cities; and WHEREAS, the parties hereto deem it advantageous to the citizens which they represent to pr~sent a joint application for the HUD funding; Now, Therefore, IT IS AGREED: (1) This Agreement shall be effective on the date set out above and shall conti~ue in effect until the purpose for the Agreement has been fulfill.ed (HUD funds have been received and administration of the rehnbilitation projects completed) or until terminated, either as set out below or by mutual agreement. (2) Jefferson County shall be the "Lead Agency" for all purposes related to the HUn Community Development Block Grant. In its capacity as Lead Agency, Jefferson County shall have authority to contract with other entitie~ for services required in development of the final application for the s~id grant and for the administration of grant monies received. It is contemplated that Jefferson County will contract with the Clallam-Jefferson County Community Action Council for preparation of the final application for the housing I rehabilitation grant, and that additional administrative services may be contracted with th:ll <J~~cncy. (3) Subsequent to the final approval by HUD of the $500,000 [Irant request, the admini";1r:lti\'e e:'lwnses incurred by JeffersoR COllnty through the Clall:lI11-JC'ffersflll County Community Action COllncil shall not exceed 8~ ($40,000) of tlJ~ ~l'ant amount unless additional administrative work is autllorized in writing by the parties hereto -:: .<:, ~ -- If " -- ~~ - 1 ~, "'-~~:-r- 7~;~ o-4~.~' -:';~ - -2- -Interlocal Cooperation Agreement- and an amount not to exceed $5,000 shall also be paid from the (4) The purpose of this Agreement is to obtain from grant for expenses incurred in preparation of the final grant application. HUD through its Community Development Bloc], Grant, or from other sources, funds for rehabilitation of housing units within the boundaries of the counties and cities which are parties hereto and to administer distribution of those funds to families of moderate and low income for rehabilitation of their housing units. (5) All financing for the project shall be provided by BUD; no local matching funds by the parties hereto are required. If for any reason the Final Application is not funded by BUD, then the costs of preparing the Final Application shall be borne by the CJallam-Jefferson Community Action Council. (6) The number of housing units assisted in each partici- pating city and county will be proportional to that areas per- centage share of the total number of substandard housing units within Jefferson and C1311am Counties, and the cities of Port Angeles and Port Townsend. according to data from the 1970 census and BUD. (7) Funding be expended on a grant loan or deferred loan basis. Any loan proceeds from the program which are paid back shall be returned to the county or city in which the assisted unit is located. Said funds shall be used for additional housing rehabilitation or other community redevelopment at the direction of an agency or the legislative authority of the county or city in which the funds W03re first loaned.
