Call to Order:
Chairman Hallett called the meeting to order at 4:35 p.m.

Members Present: Jim Hallett, Gary Braun, Joe Michalczik, and Richard Wight.
Members Absent: Thomas Hunt

Approval of Minutes:
Councihnan Wight moved to approve the minutes of the January 11, 1993, meeting
as written. The motion was seconded by Councilman Braun and carried
unanimously.
IV. Discussion Items:
A. City Light Issues
City Light Director Titus reported that the BPA rate increase could be at least 5% higher
than originally thought. This is largely due to the increased costs of the fish and wildlife
programs. Staff will continue working with the Public Power Council to keep the rate
increase as low as possible without jeopardizing any of the City's programs, such as
energy conservation.
City Light Director Titus also reported that the City Light Conservation Division will
again be participating in the Home Show. City Light frequently receives calls from
County residents expressing a desire to participate in City conservation programs.
B. Engineering Services for Water Comprehensive Plan
Gary Kenworthy, City Engineer, introduced Don Wright, Dave Peterson and Ben Cart
from Ch2M Hill. Mr. Wright provided a brief background on what his company could

do for the City in updating the Water Comprehensive Plan. Their package will be helpful
in computing the waterflow needs in the development of new subdivisions, annexations
and determining fire flows in existing areas.
Mr. Carr gave a computer presentation to demonstrate Ch2M's capabilities.
Councilman Wight moved that the Committee forward the Consultant Agreement to
the City Council with a favorable recommendation. Councilman Braun seconded the
motion. A brief discussion followed. A vote was taken on the motion, which carried
unanimously.
C. Letter from Mrs. Ken Ulrich Re: Seasonal Solid Waste Collection
The City is in receipt of a letter from Mrs. Ken Ulrich of Redding, California requesting
that the City give part-time residents a credit on their solid waste hill for the months that
they reside elsewhere.
Deputy Public Works Director Ridout pointed out that part-time residents simply have to
call in a water shut off. There is no charge for this. They are automatically taken off
water, sewer and solid waste disposal at a savings of $37.40 per month. When they
return to their Port Angeles homes, they call again and are charged a $5.00 reconnect
fee. Deputy Director Ridout also said that Mr. & Mrs. Ulrich request a water shut off
every year, so he is not sure of the purpose behind this letter. He will write to Mr. &
Mrs. Ulrich for clarification.
The Committee requested information on a cost of service and/or fixed overhead for
"snow birds" and owners of vacant property. This information is to be provided at a
future meeting.
D. 3-H Cable Communications - Consideration of 1993 Contract
Councilman Braun moved that the Committee recoinmend that the City Council
enter into a contract with 3-H Cable Communications Consultants for 1993
consulting services. Joe Michalczik seconded the motion, which carried
unanimously.
V. Next Meeting:
The next meeting of the Utility Advisory Committee will be held on Monday, March 8,
1993, at 4:30 p.m.
