CALL TO ORDER
Chairman Anderson called the meeting to order at 7 PM.

APPROVAL OF MINUTES
Mr. Brewer moved to accept the minutes of the December 9,
1981, meeting as submitted. Mr. Ranta seconded this
motion, which passed unanimously.
IV
HEARINGS
ANNEXATION HEARING - DEL HUR, INC. Request to
circulate a petition for the annexation of ap-
proximately 570 acres, contiguous to the City
Limits of the City of Port Angeles, to the City.
Location: South of the Airport, north of Edge-
wood Drive (old State Road 112) and east of Lower
Elwha Road. (Continued from December 9, 1981.)
Mr. Carr reviewed the Department Report, and suggested
including the Edgewood Drive right-of-way for facility
of City maintenance. Chairman Anderson opened the pub-
lic hearing.
Tony Sample, 830 West Eleventh Street, was representing
DelHur. Mike Wait, 1763 Evergreen Drive, and Dennis
Dilley, 1737 Lower Elwha Road, said that a sub-area plan
had recently been completed. Approving the request to
circulate a petition will harm the majority of the area
residents. Joyce Madison, l50l Edgewood Drive, said
there are other industrial sites available. Chairman
Anderson closed the public hearing.
Mr. Brewer moved to recommend permission to circulate
an annexation petition that included the Edgewood Drive
right-of-way and the following conditions:

1. That the area residents assume the bonded indebted-
ness of the City.
2. That the area be zoned RS-9 (Single-Family Residen-
tial), 9,000 square foot lots.
Mr. Bennett seconded this motion, which passed unanimously.
CONDITIONAL USE HEARING - CLALLM~ COUNTY. Request
for a Conditional Use Permit to establish and
operate a day treatment facility for the mentally
ill. Location: East Third and South Francis, west
of the Veteran1s Center. (Continued from December
9, 1981.)
Mr. Brewer moved to continue this matter to the February
10th meeting. Mr. Bennett seconded the motion, which
passed unanimously.
REZONE HEARING - ELIA. Request to rezone 8.75
acres from RS-9 (Single-Family Residential) to
ID1F (Residential Multi-Family). Location: Mid-
way between "H" and IIN" Streets, and lying between
12th and 14th Streets.
PLANNED RESIDENTIAL DEVELOPMENT HEARING - ELlA.
Request to consider a Planned Residential Develop-
ment on approximately 8.75 acres. Location: Mid-
way between "M" and "Nil Streets, and lying between
12th and 14th Streets.
Mr. Brewer moved to continue these matters to the February
10th meeting. Mr. Bennett seconded the motion, which
passed unanimously.
PLANNED RESIDENTIAL DEVELOPMENT HEARING - KEY.
Request to consider a proposed Planned Residen-
tial Development on approximately 25 acres. Lo-
cation: South of Campbell Avenue; east of Mount
Angeles Road; bordering White Creek on the east.

Mr. VanHemert reviewed the Department Report. Chairman
Anderson opened the public hearing.
John Drain, 1008 Mount Angeles Road, presented his objec-
tions: not being in conformity with the Annexation Agree-
ment: i.e., no master plan has been submitted. John Andis,
1012 Mount Angeles Road, said the existing streets would

not be able to handle the increased traffic; Porter Street
should be extended to connect with the Boulevard. Rick
Schiefelbein, 110 Seaview Drive, stressed the need for a
large park on the east side. will Muller, 814 Mount
Angeles Road; Dan Weldon, 987 Mount Angeles Road; and
Ruth Luedeke, 1018 Olympus, said the proposal would not
be beneficial to the surrounding area. Additional con-
cerns voiced included the proposed 28-foot width for
Porter Street, and.the lack of public access to White
Creek Ravine through the proposed development.
Johnie Key, the proponent, said he was willing to help in
establishing a public park; however, the County apparently
does not feel it is in their current interest. The Public
Works Department recommended the road improvements, and
he will abide by them. To require his development to make
all of the improvements and provide all of the facilities
suggested by the other area residents would result in
prospective homeowners subsidizing the improvements and
facilities for the neighborhood.

Mr. VanHemert explained that Wabash Street is not a good
outlet road because it is away from the natural direction
of traffic. Improvement of Porter Street and Campbell
Avenue are appropriate. The proposed dedicated open space
would be sufficient to accommodate a. soccer field and neigh-
borhood recreation needs. An easement for public access to
the White Creek Ravine could be included in the Homeowners'
Agreement. Andy Rose, City Engineer, said the streets
within the proposed development would be 34 feet wide, curb
and gutter. Porter Street access to the north would be 28
feet wide pavement with open drainage ditches on both sides.
Bryce Lorentzen, 1419 Eckard, and Gale Snell, 1452 Eckard,
stressed the very poor road conditions and recommended that
no further development be allowed until they are improved.
Chairman Anderson closed the public hearing.
Mr. Ranta moved to continue this hearing until February 10,
1982; and requested additional information from the Depart-
ment with respect to the area roads and the "master plan".
Mr. Bennett seconded this motion. On call for the question,
the motion passed unanimously.
The Commission then specifically requested the following
items be elaborated upon:

1. Specifics of the Annexation Agreement.
2. Master plan.
3. Off-site streets.
4. Need for parks.

REZONE REQUEST - HOPPER. Request to rezone 19.43
acres from RS-9 (Single-Family Residential) to RMF
(Residential Multi-Family). Location: An L-shaped
parcel with the northerly portion between 14th and
16th Streets, approximately 820 feet west of IIN"
Street and immediately east of Kedter Woods~ and
the southerly portion between 16th and 18th Streets,
approximately 535 feet east of "0" Street and ap-
proximately 208 feet west of "N" Street. (Continued
from December 9, 1981.)
Chairman Anderson said that on December 9th the Commission
had asked if a contract rezone could be considered on this
matter, and Mr. Carr distributed the City Attorney's
response, and advised that a joint Council-Commission
meeting was tentatively scheduled for January 27th. '
Mr. Bennett moved to continue the discussion on the re-
zone application until February 10th; and further suggested
that tonight1s testimony on the proposed planned residen-
tial development be limited to 30 minutes. Mr. Brewer
seconded this motion, which passed unanimously.
PLANNED RESIDENTIAL DEVELOPMENT HEARING - HOPPER.
Request to consider a proposed Planned Residential
Development on approximately 4.84 acres. Location:
Between 14th and 16th Streets, approximately 820
. feet west of "Nil Street and immediately east of Ked-
ter Woods. (Cont.inued from December 9, 1981.)
Mr. Carr suggested the 30-minute time be given to the Appli-
cant and the audience. Chairman Anderson opened the public
hearing.
Louie Torres, Clark & Associates, said 30 minutes would not
be sufficient time for their presentation. William McDowell,
attorney for the Applicant, explained his opinion of the
City's authority to pass contract rezones. Scott Hopper
distributed a brochure.
Mr. Torres said the proposed development is consistent with
the purpose and intent of the PRD Ordinance, and exhibited
slides detailing similar units in the Renton area. The 30-
minute period having expired, Chairman Anderson closed the
public hearing.
Mr. Bennett moved to continue this matter to February 10th.
Mr. Brewer seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - FRIEDMAN. Request for
extension of a Conditional Use Permit for the
operation of a pottery studio as a Horne Occupation.
Location: B14 West Eleventh Street. (Continued
from December 9, 19B1.)
Mr. VanHemert reviewed the request for extension, and the
original permit. Chairman Anderson opened the public
hearing.

pation for an additional two-year period, subject to all
of the original conditions. Mrs. Thompson seconded this
motion, which passed unanimously.
REZONE HEARING - P.I.C.O. Application to rezone
62,637 square feet (1.4 acres) from RMF (Residential
Multi-Family) and PBP (Public Buildings and Parks) ,
to OC (Office Commercial). Location: East side of
Peabody, both sides of Fourth Street. (Continued
from December 9, 1981.)
Messrs. Bennett and Ranta excused themselves from considera-
tion of this matter and left the hearing room.
Mr. Carr reviewed the Department Report and Chairman Anderson
opened the public hearing.
Frank Platt exhibited a model of the property and the build-
ing proposed to be constructed. His present office needs are
for at least 4,000 square feet. The new Court House has
created a demand for law office space in its immediate vicinity.
He is willing to donate an easement for public access to the
Ravine, in keeping with the City's trail plain.
Carter Kerr, architect, 200 East Edgar, Seattle, exhibited
the model: and said some selective clearing of the Ravine
would be necessary to facilitate access.
[At this point, Mr. Brewer moved to set a special meet-
ing of the Planning Commission for January 20th, in
order to hear the remaining Items 7, 8, 9 and lO on the
Agenda. Mr. Wight seconded this motion, which passed
unanimously.]
Ken Sweeney, Clark & Associates, said the proposal is con-
sistent with the purpose and intent of the Office Commercial
Planning Commission

Zone; and that the suggested land use is appropriate at
this location. The Ravine area would be improved without
cost to the City. The rezone would create a more logical
boundary for the existing multi-family zoned area to the
south. Chairman Anderson closed the public hearing.
Mrs. Thompson expressed concern that crossing Peabody
Street with commercial zoning would open the entire street
to strip zoning. Mr. Brewer said that competition is
great among lawyers for land near the Court House. Mr.
Carr stated that the Lincoln Street commercial area, on
the west side of the Court House, contains 40% non-
commercial usage; and it should be filled in before new
areas are rezoned. Mr. Brewer then asked Mr. Platt if
Lincoln Street had been fully investigated, and was told
that no non-commercially used space is economically avail-
able.
Mr. Brewer moved to recommend approval of the rezone, citing
the following findings of fact:

1. Commercial use of the property would be more appro-
priate than multi-family.
2. If rezoned to Office Commercial, it could restrict
potential strip zoning on Peabody Street.
3. The functional relationship of the site to the Court
House is important.
Mr. Wight seconded this motion. On call for the question,
Messrs. Brewer and Wight voted "yes", with Mrs. Thompson
and Chairman Anderson voting "no".
Mr. Carr advised the Commission that they could send this
application to the Council on the tie vote, or continue the
matter until Mr. Downie would be present.
Mr. Brewer then moved to continue this matter to the special
meeting already scheduled for January 20th. Mrs. Thompson
seconded the motion, which passed unanimously.
STREET VACATION HEARING - P.I.C.O. Petition to va-
cate Fourth Street, both sides, between Peabody Street
and Vine Street. Location: Fourth Street, east of
Peabody Street and west of Vine Street. (Continued
from December 9, 1981.)

Mr. Brewer moved to continue this matter to the special
meeting scheduled for January 20th. Mrs. Thompson seconded
the motion, which passed unanimously.
